Summary
Following the regaining of Poland s inde¬
pendence on November n, 1918 the newly re¬
established country had to face a number of
legislative tasks, and obviously the legislative
needs of a country which had not functioned
as an independent state organism for
123
years
were vast. One of the crucial tasks to be per¬
formed was the unification and codification of
the diverse forms of law which up to that mo¬
ment had been exercised in the Polish lands
which during the period of the Partitions
had been divided among the three occupy¬
ing countries; another was the construction of
a modern, uniform legal system.
The role of the Senate in Poland s political
life in the interwar period (1918—
1939)
was much
more modest than that played by the
Sejm
(the
lower house of the Polish Parliament), which
to a great extent resulted from the fact that
its range of competences delineated in the ap¬
propriate normative acts was much narrower,
while the very concept of the Senate defined it
as the Chamber of reflection and moderation:
the space in which political conflicts were to
be appeased.
The
1922 ist
term elections were realized
according to democratic parliamentary elec¬
tion law, and thus the national representatives
who comprised the Parliament truly reflected
the political map of Poland at that time. The
situation changed in
1926,
after the May Coup
d État
carried out by Field Marshal
Józef
Piłsudski.
Although theoretically the
1928
and
1930
elections were also realized accord¬
ing to democratic parliamentary election law,
the practice of the country s political life at
that time distorted the outcomes of the elec¬
tions. The
1930
elections were preceded by the
arrestment of anu-Sanacja1 opposition mem¬
bers
-
the Centrolew2. During that campaign
the lists of candidates for the Parliament were
frequently invalidated, and the so-called bal¬
lot box miracles (instances of power abuse
during the ballot) were a regular feature of
the
1930
elections. Consequently, the majority
of seats in the Parliament was gained by the
Sanacja
party, which facilitated the realization
of their own political concepts and the estab¬
lishment of single-party parliamentary cabi¬
nets. In the
1930s
representatives of the
Sanacja
statesmen headed by Walery
Sławek
pursued
their aim to transform the legal nature of the
Senate which they conceived as a space for the
civil elite
-
the Legion of the Distinguished
Citizens . In July,
1935
a number of alterations
were introduced in the parliamentary election
law, and the new legal act had an obviously
anti-democratic character
-
first of all, it de¬
prived political parties of their right to inde¬
pendently present their own lists of candidates
for representatives in the
Sejm
and the Senate.
It was for that reason that the parliamentary
elections for the 4th and the 5th term were
boycotted by all opposition political parties
and the parliamentary representatives came
mostly from one party: in
1935
the hegemony
was held by BBWR3, and in
1938
by OZN4.
Due to the differences between the legal
acts regulating the procedures of parliamen¬
tary elections to the
Sejm
and to the Senate, the
political orientation of the composition of the
Senate in the interwar Poland always tended to
be more rightist than that of the composition
of the Polish
Sejm.
As far as the political orientation of the
senators of the
Kraków
Voivodship in the
ist
term Senate (1922-1927) is concerned, the rep-

term Senates this political faction
dominated the composition of the Chamber
completely.
The group of senators of the
Kraków
Voivodship which is discussed in the present
book includes the doyens of the Polish people s
movement in
Galicia,
such as its co-origina¬
tors and major leaders

Jakub
Bojko
and
Andrzej Średniawski,
as well as major activ¬
ists of the Galician socialist movement, such
as
Jan Englisch
and
Zygmunt
Klemensiewicz.
Other members of that group included emi¬
nent Polish scientists in the field of biology
and chemistry

Academy

higher officials of the civil service

Kazimierz Duch;
Daniel
Gross
-
a famous economic columnist
-
also
belonged to that group.
Among the senators whose public activ¬
ity has been presented here we will also find
a number of people who were important fi¬
gures in Krakow s municipal government,
such as
Karol
Rolle
who for many years was
the vice-mayor, and later became the mayor
of Krakow; the office of vice-mayor was also
occupied by two other senators
-
Kazimierz
Duch
and
Stanisław Skoczyłaś.
Many of the senators of the
Kraków
Voivod¬
ship had earlier gathered parliamentary expe¬
rience in other legislative bodies, such as the
Lower House of the Austrian Parliament, the
Galician
Sejm6,
and

after 1918
-
the Parlia¬
ment of the independent state of Poland.
While summing up the engagement of the
senators of that voivodship in the work of the
ist
term Senate we should pay particular atten¬
tion to the activity of
Andrzej Średniawski -
chairman of the parliamentary Public Debts
Committee and Social Economy Committee
and president of the PSL
Piast
Club in the
Senate; other prominent statesmen included
Aleksander
Adelman
who was chairman of the
Treasury and Budget Committee, and
Emil
Godlewski Jr.

deputy chairman of the Cul¬
ture and Education Committee.
Among the eminent statesmen of the
2nd
term Senate (1928-1930) we should mention
Karol
Rolle
who represented the pro-govern¬
ment party and acted as deputy chairman
of the Administration Committee and Lo¬
cal Government Committee. The Krakow
Voivodship also had a substantial representa¬
tion in the
3rd
term Senate (1930-1925): the
prominent office of vice marshal of the Cham¬
ber was occupied by Senator
Bojko,
whereas
Senator
Sieńko
was chairman of the Educa¬
tion Committee. Senator
Rolle was
also a very
active member of the Chamber, and so was
Senator Gross

a representative of the oppo¬
sition party

and a famous polemicist
who often actively participated in the plenary
meetings of the Chamber.

team of representatives in the last, 5th term
Senate: Senator

had a great influ¬
ence on the work of the Chamber

he was the
general parliamentary reporter of the central
budget report for 1939/1940; other noteworthy
figures were Senator
Duch
and General
Galica
who occupied the office of chairman of the
Senate Group and of the Rural Sector, as well
as deputy chairman of the Agrarian Commit¬
tee and Military Committee.
The group of statesmen who were most ac¬
tively involved in the discussions during the
plenary meetings were those senators who
often played the role of parliamentary re¬
porters of the various committees, i.e. Sena¬
tor
Średniawski,
Senator Adelman, Senator
Duch,
Senator
Kleszczyński,
Senator
Rolle,
Senator
Skoczyłaś
and Senator Gross. In the
late
1930s
one of the abovementioned states¬
men
-
namely,
Kazimierz Duch
-
presented
his own project of the parliamentary election
law to be introduced during the elections to
the
Sejm
and to the Senate of the Republic of
Poland (published in
1939).
In terms of its political and intellectual po¬
tential, the parliamentary representation of
the
Kraków
Voivodship, along with the rep¬
resentatives of several other prominent Polish
voivodships, such as the Lvov Voivodship, the
Poznań
Voivodship, the Warsaw Voivodship,
and the Capital City of Warsaw itself, was one
of the most interesting groups which sat in the
Senate of the Second Polish Republic.

ence on the work of the Chamber

general parliamentary reporter of the central
budget report for 1939/1940; other noteworthy
figures were Senator
Duch
and General
Galica
who occupied the office of chairman of the
Senate Group and of the Rural Sector, as well
as deputy chairman of the Agrarian Commit¬
tee and Military Committee.
The group of statesmen who were most ac¬
tively involved in the discussions during the
plenary meetings were those senators who
often played the role of parliamentary re¬
porters of the various committees, i.e. Sena¬
tor
Średniawski,
Senator Adelman, Senator
Duch,
Senator
Kleszczyński,
Senator
Rolle,
Senator
Skoczyłaś
and Senator Gross. In the
late
1930s
one of the abovementioned states¬
men
-
namely,
Kazimierz Duch
-
presented
his own project of the parliamentary election
law to be introduced during the elections to
the
Sejm
and to the Senate of the Republic of
Poland (published in
1939).
In terms of its political and intellectual po¬
tential, the parliamentary representation of
the
Kraków
Voivodship, along with the rep¬
resentatives of several other prominent Polish
voivodships, such as the Lvov Voivodship, the
Poznań
Voivodship, the Warsaw Voivodship,
and the Capital City of Warsaw itself, was one
of the most interesting groups which sat in the
Senate of the Second Polish Republic.
