In
2000-2002
the Liberal Mission Foundation held a number
of discussions the account of which is given in the book Power, Business,
and Public Society . In those discussions the representatives of various
sectors of power, business, public organizations, mass-media, as well as
acknowledged experts took part. The book deals with the liberal reforms
affecting all the circles of the Russian society
—
political and administra¬
tive power, business and various strata of the population.
The discussion Business and Power , held in December,
2000,
set
off the debates on the interconnections between business and the state.
A year later the discussion The Laws re Adopted. What s Next? took
place, when the practical usage of the laws adopted with the aim to lessen
the bureaucratization of the national economy was given a thorough
examination.
In the framework of the discussion Russian Business, the Russian
state, and the world high-technologies market businessmen and inde¬
pendent experts talked about the relative competitiveness of Russian
goods and desirable changes in the Russian economy.
The issue From Serving the State to Serving the Society deals
with the state management reform. We believe this reform to be a prior
one as it involves the transfiguration of the model of Russian political
administration and its connections with the society.
The formation difficulties of the Russian public society and com¬
plicated relations of the latter with business and power were taken up in
the discussion Power, Business, and Public Society . The same issues were
debated during the roundtable Face to Face , but in wider aspects. Many
speakers were inclined to stress the necessity for building up a partnership
between the power and business, on the one hand, and the public society,
on the other hand. Also, nobody contested the thought that the way to the
partnership in question is barred mainly by system restrictions. That
proves that the prior challenge which Russia is facing today concerns the
reform of the power and its outdated mechanisms.

the "Liberal Mission" Foundation" held a number
