Police
and crime in the
Włocławek
district in
1919-1939
The State Police, brought into being by
Sejm Ustawodawczy
(Legislative Assembly) on 24th July
1919,
had separate roots in different
regions of the country. It was formed in a different way depending on the
particular region of the country and even its origins were distinct on the
territories controlled by the same occupant. The origins of the State Police
in the Wlociawek district were also specific. Its beginning dates back to the
first days of war. Later on the invaders repeatedly restricted the Polish public
order forces in their actions. A change for the better occurred only during the
last months before the liberation in
1918.
Until the one, homogeneous State
Police for the whole country was formed, there had been some differences
in the organization of the police service in the city of
Włocławek
itself and
in the
Włocławek
district.
In the course of time the organizational structure and operating methods
of the
Włocławek
district police were being improved. Some information on
this subject matter was provided by the senior officers orders, inspection
records and official documents, which contained various incorrectnesses of
police actions.
As time went by, the authorities realised more and more, that charging
policemen with duties which have nothing in common with public safety
and public order causes a situation in which police officers are not capable
of fulfilling their official duties in a proper way. Therefore, since the late
twenties the operating range of the police started being reduced. Still, the
police had their hands full. Situated on an important intersection of major
trade routes,
Włocławek
was tormented not only by local criminals, but also
by the wandering ones. Market days were especially dangerous. Pickpockets

were very active at those days. In the first years of the independence of Po¬
land one could witness many robberies on local citizens houses. Intensified
strong-box burglaries committed by Warsaw safebreakers were a symptom
of economic improvement.
In garrison
Włocławek
one could encounter many various prostitutes,
beggars and swindlers. Merchants were paid with counterfeit money, shop
assistants had to cope with shoplifting. Poultry and swine were stolen from
the cellars and sheds owned by the citizens of
Włocławek.
Another category of duties was protection against political crime. The
greatest threat in
Włocławek
were the communists. During the whole twen¬
ty years the local police invigilated them, incited police informers against
them and was constantly searching for their dens. On the other hand, the
communists
—
acting according to the maxim „the worse the better
—
or¬
ganized demonstrations, strikes and distribution of revolutionary literature,
A method of fighting used inter alia in
Włocławek
and not widely commented
in literature consisted in organizing robberies on shops and food transports.
Being aware of police actions, the communists put much effort in revealing
police informers. The exposed were threatened with death.
After
1926
the police of
Włocławek
tended to invigilate more and more
intensively even the legal political, social, professional and cultural organiza¬
tions. They collected discreditable materials concerning local activists, the
police also searched for their weak spots. All this was the sign of developing
an authoritarian system of ruling in Poland. This process came to an abrupt
end with the outbreak of the second world war. The war put an end to the
Polish statehood and its institutuions
—
among them was also the State
Police.
