Summary
The book „Representations of Europe in Polish public discourse"
is inspired by the vagueness of the concept of Europe despite its
omnipresence and importance in Polish public discourse. The first
chapter provides
abrief
outline of the historical background of „Eu¬
rope as an idea and identity" (Mikkeli
1998)
in Poland as well as
in the Western world writ large. Particular attention is paid to the
issues of power and domination that were inherent in the Enligh¬
tenment identification of universality with westernness. The deba¬
te about Europe in Poland has most often been a debate about ci¬
vilisation and backwardness. It is argued that the debate also con¬
cerns these issues as and when the European integration processes
have acquired a clear political shape. At first glance, however, it was
the negotiations on the accession of Poland to the European Union
that stirred emotions in the discussions about Europe in Polish pu¬
blic discourse in
1998-2002.
The chapter „Theoretical inspirations" presents a search for an
adequate conceptual framework for the analysis of press material.
On the one hand the ritual view of communication as opposed to
functionalist as well as critical paradigms, is taken on board as a view
that sees „the highest manifestation of communication not in the
transmission of intelligent information but in the construction and
maintenance of ordered, meaningful cultural world" (Carey
1988:
18-9).
The ritual view of communication bridges the gap between

postulates about the role of media as fourth estate in democratic
societies,
2)
the vision of people as symbolic beings, and the social
world as the world of symbolic forms, and
3)
the concept of lan¬
guage as constructing as well as representing reality.
The second part of the theoretical chapter is devoted to discourse
analysis. After an overview of the emergence of the concept and the¬
oretical and methodological framework of analysing discourse, the se¬
lected analytical tools are presented largely on the basis of a Critical
Discourse Analysis approach (van
Dijk
1997;
Fairclough
1989, 1995).
Discourse is defined as:
1)
language in use,
2)
communication as co¬
gnition, and
3)
mutual influence of people on one another in social
interactions (van
Dijk
1997:5).
This definition allows the bringing to¬
gether linguistic, cognitive and social aspects of discourse. It also pre¬
sents discourse as a dialectical phenomenon that covers the spheres of
individual mental models, social action and collective consciousness.
In the chapter „Methods of analysis" principle research ques¬
tions are formulated:
1)
what are the images of Europe?
2)
what
are the discursive means of their construction?
3)
what are their
social and cultural functions? The chapter presents the stages of
analysis, which have been passed (sample selection, analytical unit
definition, coding analysis proper) as well as characteristics of re¬
search material. The latter was selected from six newspapers that
represent contrasting worldviews and political standpoints. These
were
Myśl Polska
(nationalist right weekly),
Polityka
(centre-left we¬
ekly),
Rzeczpospolita
(centre-right daily),
Trybuna
(post-communist
daily),
Tygodnik Powszechny
(liberal Catholic weekly) and
Życie
(right
daily). The representations of Europe that appeared in these news¬
papers in
1998-2002
(i.e. the period of accession negotiations be¬
tween Poland and the European Union) were the main object of
the study. The results of the analysis are presented in four analyti¬
cal chapters (four to seven).
Chapter four, entitled „The dynamics of anxieties and hopes",
analyses the news stones that construct the images of Europe refer¬
ring to accession negotiations. The representations of Europe are in-

fluenced by both the specific character of news stories as a press genre
as well as political factors. The most repetitive patterns of press dis¬
course about Polish negotiations with the
EU
follow. The priorities
in the accession negotiations of the current moment are represen¬
ted as general priorities of European integration as a long-term pro¬
cess. More attention is paid to symbolic rather than factual aspects
of integration process (e.g. the date of accession). The negotiations
are constructed in the press in terms of conflict between the intere¬
sts of particular nations and pan-European solidarity, national prag¬
matism and the ideals of integration. The mental distance between
Poland and Europe is shortened due to:
1)
regular cyclical appearan¬
ce of news on negotiations process in the press,
2)
personification
of the
EU,
and
3)
presenting news as social dramas. The
EU
has ac¬
quired the features of real institution or political actor rather than
an immaterial vision. However, the knowledge about the
EU
has not
grown considerably since the majority of news stories do not present
the mechanisms of its functioning accurately and do not contextu-
alise the current events historically.
Chapter five, entitled „Which Europe?", contains a typology of
anxieties and hopes of and for Europe and the
EU.
It consists of
twenty seven images, i.e. Demon of Europe, Europe of nations, colo¬
nial Europe, sick Europe, ridiculous Europe, Christian Europe and
the like. These are grouped into three categories: bad, good and scat¬
tered. The images that were ascribed to the first two categories are
constructed on the premise of the rational character of Europe and
contain certainty in the purposefulness of its deeds. The search for
rational Europe is a consequence of the need to predict the future
and to have control over it. The myth of rational Europe is one of
the deepest rooted, difficult to challenge and thus fully deserving
the name of a manipulative myth
(cf. Barthes
1970).
At the same
time it plays a role of a foundation myth that answers the existential
questions:
1)
where do we come from?
2)
where do we go? and
3)
who
we are? Particularly in a period of radical change in the hierarchies of
values, the need for finding meaning in surrounding world is acute.

In this perspective rendering Europe a role of the goal is one of the
methods of finding the lost meaning and order.
Europe may also serve as a means of articulation of political
standpoints. In chapter six the opposition 'socialism/capitalism' is
placed at the centre of attention. Counter to the expectations that
the fall of communism in
1989
would make this opposition ob¬
solete, it still plays some role in public discourse. Posing and an¬
swering the question: „Is Europe becoming red?", particular poli¬
tical actors define the political shape of today's Europe according
to partisan interests. Simultaneously, the exaggeration contained
in this question provokes debates on the future shape of Europe
as well as thinking about the
finalité politique
that would be fa¬
vourable in the Polish perspective. Europe plays an important role
in constructing a vision of the ideal political and economic order.
The presence of the opposition 'socialism/capitalism' in the debate
about Europe points at its connection with other key oppositions
of Polish collective consciousness, such as 'progress/backwardness'
or 'civilization/barbarianism'. The „return to Europe" is not only
a political slogan, but also a metaphor of the search for an adequ¬
ate way of development, which started in Poland with the coming
of modernity.
In chapter seven the
semiotic
concepts suggested by
Jurij Łotman
were used. The opposition of'shame/fear' was applied to press texts
in order to identify the opinions about Europe as 'Self' or Other'.
In parts of the texts, attitudes to Europe were articulated in terms of
shame
-
of Polish reality, politics and cultural habits. This attitude
appeared most often in
Trybuna
and
Polityka.
In other parts, on the
contrary, the opinions of the European Union on any matter were
rejected and treated as hostile to Poland. These attitudes were most
typical to
Mysi Polska,
though more rarely, they also appeared in
Ży¬
cie.
Discourse practices are engaged in 'appropriating' Europe by the
producers of the press as well as in building new hierarchies and po¬
wer relations by means of 'shaming' Poles by comparison with Eu¬
rope. Moreover, treating Europe in terms of'shame' signals the con-

struction of Europe as a reference group or as 'Self. One can inter¬
pret this as a symbolic construction of European community. In this
case the messages of mass communication have ritual function since
they unite Polish society with the potential European partner. At the
same time, these practices are aimed at constructing the Other' wi¬
thin Polish society. Its less successful and less euro enthusiastic part
is treated as an 'internal Other'. There is also a smaller group of
texts that treat European Union pragmatically. They articulate hopes
for more efficient economic development and the increase of wellbe-
ing after the accession of Poland to the
EU.
Most of these were pu¬
blished in
Rzeczpospolita.
In the conclusions the main features of the representations of
Europe in Polish press are outlined. Press texts reproduce the idea of
the centrality of Europe both as a mythical centre and the point of
reference for major economic, political, social and cultural processes.
The distance between Poland and Europe, understood as Polish bac¬
kwardness, though relatively short, is repetitively emphasised. The
motif of passivity and the subordinate position of Poland constantly
re-appears. The press images of Europe fulfill several social and cul¬
tural functions. In the domain of power relations they are part of the
struggle over the right to represent Europe and decide who belongs to
it. Europe is a kind of value, belonging to Europe signals higher social
and political status. As a tool of symbolic politics the following images
of Europe are used: social Europe, Christian Europe, Europe of solida¬
rity and the like. The press is one of the arenas where various political
and socio-economic actors attempt to influence public opinion.
Apart from struggles for symbolic power, the images of Europe
are used in collective identity construction. Polish identities are built
by means of either referring to Europe as a value or rejecting it. Yet,
the rejection is never ultimate (e.g. in
Myśl
Polska).
Euro-skeptical jour¬
nalists usually claim a right to Christian Europe, spiritual Europe,
cultural or geographic Europe. Representations of Europe also refer
to the dimension of existential values. Europe is a point of reference
that is vital for the reconstruction of the (lost) meaning of life. The

myth of rational Europe plays particularly important role in making
the changing social reality meaningful. Moreover, Europe is still
treated as a normative centre for Poland despite the considerable
changes that occurred both in Europe and in the world writ large.
The Europeanness is internalised due to its identification with
universality. It harnesses the processes of social cognition and leads
to continuous perception of the collective Self as a subordinate in
relation to Europe. The continuity of this idea in discourse leads to
uncritical acceptance of the necessity of becoming like Europe' or
being 'Europe'. I hope that the analysis of the representations of Eu¬
rope presented in this book will be instrumental in demystifying this
idea, while the study of the ways of representing Europe will serve as
an instrument of acquiring knowledge about ourselves. |

pret this as a symbolic construction of European community. In this
case the messages of mass communication have ritual function since
they unite Polish society with the potential European partner. At the
same time, these practices are aimed at constructing the Other' wi¬
thin Polish society. Its less successful and less euro enthusiastic part
is treated as an 'internal Other'. There is also a smaller group of
texts that treat European Union pragmatically. They articulate hopes
for more efficient economic development and the increase of wellbe-
ing after the accession of Poland to the
EU.
Most of these were pu¬
blished in
Rzeczpospolita.
In the conclusions the main features of the representations of
Europe in Polish press are outlined. Press texts reproduce the idea of
the centrality of Europe both as a mythical centre and the point of
reference for major economic, political, social and cultural processes.
The distance between Poland and Europe, understood as Polish bac¬
kwardness, though relatively short, is repetitively emphasised. The
motif of passivity and the subordinate position of Poland constantly
re-appears. The press images of Europe fulfill several social and cul¬
tural functions. In the domain of power relations they are part of the
struggle over the right to represent Europe and decide who belongs to
it. Europe is a kind of value, belonging to Europe signals higher social
and political status. As a tool of symbolic politics the following images
of Europe are used: social Europe, Christian Europe, Europe of solida¬
rity and the like. The press is one of the arenas where various political
and socio-economic actors attempt to influence public opinion.
Apart from struggles for symbolic power, the images of Europe
are used in collective identity construction. Polish identities are built
by means of either referring to Europe as a value or rejecting it. Yet,
the rejection is never ultimate (e.g. in
Myśl
Polska).
Euro-skeptical jour¬
nalists usually claim a right to Christian Europe, spiritual Europe,
cultural or geographic Europe. Representations of Europe also refer
to the dimension of existential values. Europe is a point of reference
that is vital for the reconstruction of the (lost) meaning of life. The

myth of rational Europe plays particularly important role in making
the changing social reality meaningful. Moreover, Europe is still
treated as a normative centre for Poland despite the considerable
changes that occurred both in Europe and in the world writ large.
The Europeanness is internalised due to its identification with
universality. It harnesses the processes of social cognition and leads
to continuous perception of the collective Self as a subordinate in
relation to Europe. The continuity of this idea in discourse leads to
uncritical acceptance of the necessity of becoming like Europe' or
being 'Europe'. I hope that the analysis of the representations of Eu¬
rope presented in this book will be instrumental in demystifying this
idea, while the study of the ways of representing Europe will serve as
an instrument of acquiring knowledge about ourselves. |
