POLITICAL ANATOMY
OF POST-SOVIET LITHUANIA
The book analyses the socio-political structure and the patterns of political atti¬
tudes in post-soviet Lithuania. Using extensive qualitative and quantitative data,
the study explores the political orientations and political behaviour and examines
the patterns of partisan preferences in Lithuania. The study draws upon several
sources of evidence. First, it uses data from three waves of qualitative research on
political attitudes made in
2003-2005.
Second, it draws on many sources of survey
data, such as European Values Study, "Values
2005",
"Elections
2004",
"Political
Participation". Finally, it uses data on electoral programs of Lithuanian political
parties from the Comparative Manifestos Project "Eastern European Political Par¬
ties: Programmatic Profiles of Election Programs".
In the first section, the dominant political cleavages in Lithuania are analysed.
Chapter
1
traces the origins of the Lithuanian party system. In the chapter, the
development of the Lithuanian party system is analysed in a comparative conte¬
xt of post-communist Central and Eastern Europe. The chapter demonstrates the
importance of the Communist-Anti-Communist cleavage and its implications for
the development of the Lithuanian party system.
In chapter
2,
the social basis of the Communist-Anti-Communist cleavage is
explored. The analysis of the
socio-structural,
organisational and normative com¬
ponents of the cleavage provides evidence on the significance of the cleavage in the
society. It is claimed that in spite of the weakened organisational networks, Lithu¬
anian society continues to be divided into two social groups: the winners and the
losers of the post-communist reforms.
Chapter
3
explores the content of the political Left-Right dimension in Lithuania
and analyses the reasons of its diminishing importance. In the chapter, the eviden¬
ce on the public recognition and understanding of the Left and Right is provided,
and the party positions on the dimension are presented. The chapter concludes that
the Left-Right axis in Lithuania reflects the dominant Communist-Anti-Commu¬
nist cleavage despite of purposive attempts of some political actors to change its
content and to transform it into "Western" Left-Right dimension with dominant
socio-economic content. These attempts and the reluctance of new parties to iden¬
tify themselves on the axis, however, erode its communicative function.

Part II turns to consider the electoral behaviour in Lithuania. Chapter
4
asks
what the Lithuanian parties can expect of their voters. In other words, it exami¬
nes whether Lithuanian voters have partisan attachment and which parties enjoy
the largest number of loyal voters. The chapter considers the theory of party iden¬
tification and discusses the possibilities to apply it in post-communist democra¬
cies. Although partisan attachment in Lithuania is relatively weak, the electoral
behaviour has proved to be structured and partly predictable.
Chapter
5
goes on to analyse electoral behaviour using a different theoretical
outlook. The chapter looks for the social bases of the parties, by analysing the
socio-demographic differentiation of the electorate and the social appeal of the
parties. The chapter concludes that most Lithuanian parties do not appeal to a
specific electorate and could rather be identified as catch-all parties. Similar¬
ly, the socio-demographic differences of the electorates of the main parties are
small; therefore, the electoral behaviour cannot be predicted on the basis of so-
cioeconomic status.
In chapter
6,
the popular theory of "two Lithuanias" (rich and developing ci¬
ties versus poor and stagnating countryside) is tested. The chapter compares the
electoral preferences in rich and poor regions. Moreover, it explores the impact
of household incomes on electoral behaviour. The analysis reveals some regional
differences in voting behaviour as well as a limited impact of personal incomes.
The essential determinant of the voting behaviour, however, has proved to be the
individual's evaluation of the soviet past.
Part III focuses on the political alienation in Lithuania. It reveals the extent
and the causes of the socio-political crisis in Lithuania manifested by the evi¬
dence of declining trust in government and increasing political apathy. Chapter
7
outlines the conceptual framework for analysing and identifying the level of
political alienation in a given country. The discussion is grounded within bro¬
ader theories of political culture developed by Almond and
Verba
and Ronald
Inglehart. The model provided in this chapter combines two dimensions of civic
engagement: political participation and political support. The political alienation
is defined as a specific type of the relationship between citizens and state, charac¬
terised by a low political support and political apathy.
In Chapter
8,
the trends of political support and political participation in Li¬
thuania are analysed in the comparative perspective, providing a broad conte¬
xt of post-communist democracies of Central and Eastern Europe. The chapter
reveals that the level of political support in Lithuania is the lowest among all
countries of Central and Eastern Europe. The analysis suggests that political cy¬
nicism in post-communist countries in general is more prevalent than in old
democracies. The differences within the region of Central and Eastern Europe,
however, are substantial.
Chapter
9
explores the determinants of political support in macro and micro
level. It demonstrates that on the macro level the lack of political support in a gi¬
ven country can be explained by the economic situation in a country, the political

efficacy of the state and the consolidation of the party system. On individual level,
the attitude towards the communist past rather than economic situation is the
principal factor that accounts for the political dissatisfaction with the regime.
Finally, in the chapter
io, a
closer look at the political constitution of Lithu¬
anian society is presented. The qualitative data drawn from two waves of in-depth
interviews with ordinary people disclosed the patterns of political mindset of
Lithuanian citizens. During the both waves, twelve socio-political types of Lithu¬
anian citizens were identified: pro-soviet radical, soviet activist, moderate critic,
compliant, rustic oldster, apathetic youth, rational youth, sceptical intellectual,
disappointed

activist, civic optimist, rightist democrat and rightist radi¬
cal. On the one hand, the schema of the socio-political types confirmed the do¬
minant Communist-Anti-Communist cleavage. On the other hand, it displayed
a more complex attitude patterns as well as the factors conditioning individuals'
assessment of the soviet past. The concluding chapter summarises the major fin¬
dings of the book and discusses the possible future developments of the Lithu¬

OF POST-SOVIET LITHUANIA
The book analyses the socio-political structure and the patterns of political atti¬
tudes in post-soviet Lithuania. Using extensive qualitative and quantitative data,
the study explores the political orientations and political behaviour and examines
