The
publication
is aimed to answer the question as to What
Role May and Should Be Played by Poland in the Uniting Europe
as Far as the Political Geography is Concerned. The Evaluation
of Poland s Role in the Scenery of Europe . The authors agree
that one of the key issues is to use the appeal of Poland s natural
environment which is so enriching for Europe. They state as fol¬
lows: The diversity of Poland s natural environment is one of the
richest in Europe. Such diversity results from both the favorable
physical conditions (i.e. the country s central location on the con¬
tinent, the lack of natural barriers in the east and in the west, the
transitory climate zone, diverse geological formation and varied
macro relief), as well as the alternative impact of human activity
as compared to that prevailing in the other European countries
(namely, the country s irregular industrialization and urbaniza¬
tion, traditional, extensive agriculture preserved on sizable territo¬
ries and vast and traditionally preserved forests) .
The authors identify in detail the conditions and actions
necessary to use the above mentioned values and other, similar
features to the benefit of both Poland and Europe.
The central article is entitled The Geopolitical Position of
Poland
-
the chances of utilizing it? . The article presents the re¬
sults of forecasts which indicate that the core of Europe will
gradually move to the east in the direction of Berlin, Prague, Vi¬
enna and Warsaw . It emphasizes the need to get prepared to both
the above indicated changes as well as other specific tendencies in
Europe s spatial organization.

is necessary to increase the role of Poland s cities, including, as
the key element, the role of Warsaw as the country s metropolis.
The article entitled The Nature Conditions of European
Geopolitics

the Challenges for Poland presents Poland s re¬
sponsibility for preserving and reproducing the valuable features
of the country s most precious territories which constitute an inte-

part of the area known as the green lungs of Europe . Like¬
wise, Poland is also required to participate in protecting the terri¬
tories of the Baltic Sea shores. The article describes the current
economic state of the most precious territories, the prevailing risks
and dangers, as well as the proposed measures to be taken in order
to mitigate the same.

litical Position , its author postulates a wider use in the domain of
foreign affairs Poland s of cooperation with the Scandinavian
countries in protecting the natural environment and generating
Europe s shared values. It would entail the need to develop in the
nearest future, as top priority, the transportation infrastructure in
the north-south direction even if it entails some slackening of the
west-east route that has been considered as priority so far.
The discussion part contains, among others, some opinions
challenging the postulates of the shift in priorities from the west-
east direction to the north-south route. Much attention is paid to
answer the question as to What measures might be taken by the
state to achieve its leading policy objectives given the highly de¬
centralized environment and the powers of local governments? .
Furthermore, an attempt is made to identify the issues to be ad¬
dressed at the supra regional level.
The responses presented in the article entitled Poland in the
World s Space strongly emphasize the need to head towards the
most modern directions in Poland s development,

particular, it
is most important to make a breakthrough in the construction of
data transmission network and the most modern fields of economy
related thereto to replace by services the existing industry in the
cities in which such industry is on the decrease. The discussion
also includes the role of contemporary metropolis in the creation
of knowledge based economy and the transition to the information
civilization. The discussion is concluded with the proposed pref¬
erential treatment of Polish cities in their process of developing

metropolitan functions, even if it entails certain delays in activat¬
ing disadvantaged areas.
The author of Poland s Geopolitical Development Myths
suggests abandoning the stereotypes resulting from Poland s his¬
tory for the sake of the processes and activities of key significance
for the country s future. The author identifies and criticizes upon
certain concepts labeled as myths which are still widely shared
among scholars and scientists. According to the author, the myths
might prejudice our ability to solve future problems. The new
approach would be to reject any exaggerated concepts stemming
from the economic nationalism and open minds to identify and
use Poland s potential in developing our common Europe.
In the article entitled The Geopolitical Preconditions of
Democratic Standards Diffusion in Poland s Neighborhood an
attempt is made to identify the factors encouraging and preventing
the diffusion of democratic processes as such, and especially in
the countries next-door to Poland, hi that perspective, the author
emphasizes the momentous role, which could be played by
Ukraine s accession to NATO and the
EU.
The concluding article presents and discusses Poland s
Three Unused Opportunities . The first one is a failure to use the
opportunity for Poland s participation in the process of services
globalization, where Poland s position would be fairly advanta¬
geous due to the long tradition of scientific development and the
rather high level of schooling and professional training. Hence,
there are some prospects for increasing the volume of foreign stu¬
dent education programs at Polish universities which might be as
profitable as those implemented in Sweden, Switzerland, and the
Great Britain.
Secondly, it is necessary to respond to new trends in the
process of developing Polish cities. Such trends, commonly re¬
ferred to as the deurbanization, necessitate increased attention to
the development of areas surrounding large cities and metropolies.

Thirdly, it is necessary to remove any delays in the devel¬
opment of data transmission network and transportation infra¬
structure in order to improve the access to Polish cities and spend
the next ten to fifteen years on preparing Poland to accommodate
for the massive tourist movement in the east-west direction that
will result from the inevitable democratization processes and the
increased prosperity in the countries on the eastern
EU
border.
Such issues need to be addressed today and resolved in ad¬
vance. Future studies and future development programs for the
eastern neighbors of
EU
are of material significance. The work in
that field has been much neglected, even in the European Union.
Changes need to be made in that respect.
