An Overview
AN OVERVIEW
This book takes up the issues of determining the desirable
type of government for Poland as well as that of the responsibili¬
ties of the state with regard to the economic and social develop¬
ment of the country. These issues arise from apprehension about
the current political situation and style of government. In the
background the fact should be remembered that, over the last six¬
teen years, Poland was able to make enormous progress owing to
liberation from the rigid communist regime and the resulting sys¬
temic transformation. An important role was played in this by
close cooperation with the developed countries representing the
North Atlantic civilization. In
2004
Poland joined the European
Union. However, it still remains a relatively poor country in need
of rapid growth.
It is believed that whatever can be said about governance in
Poland is heavily dependent upon world developments. The fate
of every country is directly affected by changes taking place in the
world and by long-term trends in geopolitics, in economic sys¬
tems, and in science and technology.
One of the decisive features of the present-day world are the
growing ecological and social dangers to future development.
These crpof-e the need for finding ways of protection. Develop¬
ment issues can no longer be reduced to the catchphrase of eco¬
nomic growth. The continuous expansion of human economic
activity leads to progressing deterioration of the natural environ¬
ment, overexploited and forced to absorb lots of waste and pollut¬
ants. At the same time, economic growth manifests itself in
spreading inequalities and a dangerous widening of the gaps be¬
tween haves and have-nots both globally and in individual coun¬
tries, including the richest ones.
These negative phenomena result ultimately from the ways
in which market mechanisms work. It is therefore natural that the
need for safeguards is looked for. In individual countries the only
possible addressee is the state. In the modem market economy the
state is generally expected to actively support and correct the
market in order to ensure a more satisfactory performance.

Hence, the state became a co-regulator of the economy and social
life, expected to cooperate currently with the market mechanism
with a view to prevent the ecological and social threats. It can be
expected that this active role of the state will tend to gain impor¬
tance.
An increasing role of supranational alliances arising from
integration processes can also be envisaged. International coop¬
eration is increasingly needed to cope with problems which cannot
be resolved by individual countries. For Poland, most important
are the programmes and actions of the European Union.
The plea for a global government is considered unrealistic in
view of the pressure of largely divergent country interests. Pres¬
ently there is a single superpower, USA, which acts as the global
regulator, exerting predominant impact on global development
processes. In future years this geopolitical model will probably
begin to change, possibly towards a polycentric structure. An im¬
portant factor of such change can be seen in the rapid develop¬
ment of Asian countries led by China and followed by India. The
emergence of a number of centres of equal rank may prove bene¬
ficial for the world, if only it is possible to work out satisfactory
forms an methods of cooperation. The single hegemonic centre,
by imposing solutions, tends to provoke defiance, resistance and
conflicts.
Contrary to some views, globalization and integration proc¬
esses do not minimize the rote of national governments. These
remain responsible for maintaining internal law and order, and are
supposed to participate actively in compiling joint action pro¬
grammes and their implementation. For countries such as Poland
the strive for a strong and sound state needs to be linked with full
participation in the activities of the European Union in the role of
an active partner working in own interest for the strengthening of
the geopolitical position of the European Union.
The state is an organization responsible for protecting public
order. This task and the methods of performing it may be inter¬
preted in a variety of ways. Particular interpretations manifest
themselves in political and institutional systems adopted by indi-

vidual
countries. The European civilization developed the concept
of a liberal democratic state focused on the protection of human
rights, personal freedoms, tolerance of diverse opinions, beliefs
and habits, as well as on maintaining respect for any minorities.
Poland has never in its history managed to develop this kind
of tradition. A democratic system was introduced only recently,
upon removing the authoritarian communist regime which abused
the notions of democracy and socialism. The parliamentary de¬
mocracy so introduced involves the functioning of a number of
political parties and a network of local governments. However,
apart from the official declarations, the actual understanding of
democracy as an idea which defines the principles of social life
seems to be rather limited. Moreover, there is no understanding
of the idea of liberalism, this notion being often replaced by the
neoliberal
doctrine with no awareness of the fact that it represents
merely a specific type of liberal thinking. The issue is discussed in
more detail in one of the chapters of the book.
What is more, the existing parliamentary system fails to op¬
erate in a manner that would convince the society on a daily basis
that it really deserves support. Populist parties which managed to
enter the Parliament tend recurrently to undermine the public es¬
teem that the assembly should enjoy. Clashes and disputes as well
as open wrestling for power do not permit sensible cooperation in
issues of material significance for the country leading to doubts
about the actual advantages of such a system and to the opinion
that the weak state badly needs reforms.
It is nowadays widely agreed that the Polish state as a public
organization indeed is weak. There is probably less conformity as
regards the nature of its weakness. Everyday observations permit
to identify a phenomenon which may be described
-
though ad¬
mittedly without precision
-
as a general lack of mutual confi¬
dence between people. This can be seen not only in the realm of
politics or in the relations between the so-called political class and
the rest of the society, but also in general public relations. If this is
so, it implies the existence of a major problem at the very roots of
the weakness of the state, namely the decline of the social capital.

This perhaps should be starting point in an endeavour to deter¬
mine the necessary lines of action.
Some questions of increasing significance can be listed.
What kind of state is needed? What is the meaning of strength for
the state? Is the liberal democratic system able to provide such
strength and secure efficient performance of the state administra¬
tion? Would it perhaps be wiser to return to a system of central¬
ized power endowed with rights to control all the spheres of social
activity? These issues are what the book is about.

An Overview
AN OVERVIEW
This book takes up the issues of determining the desirable
type of government for Poland as well as that of the responsibili¬
ties of the state with regard to the economic and social develop¬
