Summary
The Republic of Estonia, born in the aftermath of
World War I, moved ahead towards life in peacetime
with hard-bitten and experienced officers. Many of
these remained on active service while some were
drafted into the country's reserve forces and became
its reserve officers. The soldiers of yesterday became
farmers, bookkeepers, teachers, businessmen and
clerks. Military skills and manners faded gradually
away from their memory. As to the attitude towards
politics and defence, during its first years of existence
the Republic of Estonia did not favour the idea of
general operational readiness either.
However, the professional and experienced mili¬
tary did not allow the continuity to disappear. Every
year more young ensigns graduated from the aspir¬
ants' course of the Military School, and in
1933
already more than half of the Estonian reserve officers
belonged to this group. They formed a large majority
among the contingent of classical reserve officers, the
wartime platoon commanders.
The formation of reserve officers' sections in the
officers' assemblies of military units happened as a
combination of initiative from below and govern¬
mental organising from above. Both the leaders of
the Defence Forces and the reserve officers recognised
certain phenomena during the annual reserve train¬
ing, which they formulated as "The old have no idea
of the new" (meaning that their knowledge of military
equipment was outdated) and "The young have no
idea of people" (meaning that they had poor man¬
agement skills). The big crisis and all the economical
problems deriving from it, put more pressure on

to consider a reserve officer as someone who would
also need support. Laidoner followed the principle
that "an Estonian officer would neither eat nor sleep
before his soldiers have eaten and had their rest".
Laidoner felt responsible both for the Republic
of Estonia he had victoriously brought through the
war, for his officers who had assisted him in doing
this, and for the younger generation. At the begin¬
ning of

he decided to speak up on this issue
more frequently, and he seized various opportuni¬
ties to organise the reserve officers more efficiently.
Laidoner
was aware of the fact that people tend to
forget everything they do not go over. As the means

ated Educational Institutions of the Defence Forces,

The Central Section of Reserve Officers (T.O.S.),
established on June
23,1933,
had about
2400
mem¬
bers, making up nearly half of the reserve officers of
the Defence Forces of Estonia, including also officials,
doctors, veterinary doctors and pharmacists. General
Lieutenant Laidoner was

General Mayor Jaan Soots.
As to the activity of the section of reserve officers,
the years
1936-1940
proved to be the most fruitful
period. During these years a foundation was laid to the
training of reserve officers, and a new system was insti¬
tuted. Preparation courses for upgrading ranks and the
respective experimental programs were introduced with
some success. In winter study work was organised in
24-hour periods and in summer the officers participat¬
ed in terrain exercises that lasted several days. This sys¬
tem gave them excellent preparation, but during World
War II they unfortunately had to test it while serving
in foreign armies. However, it was namely the aspect of
comparison with the armies of large countries that gave
them an opportunity to assess in retrospect the thor¬
oughness and competence both of the training of the
reserve officers, and of the soldiers they commanded.
At the same time the Estonian government real¬
ised it was crucial to appreciate the voluntary initia¬
tive and the contribution of the citizens to national
defence. Those who participated actively in the study
work of the sections, were granted travel fare conces¬
sions, proving to be very useful for many reserve
officers who frequently travelled around.
