The
OIE
Global Network of Reference Laboratories and Collaborating Centres
is a key resource for the early and accurate diagnosis of animal disease
pathogens and information pertaining to them. It provides expert support with
the supply of international reagents as well as the development of science-
based standards and guidelines for animal welfare and the food safety aspects
of
animat
production, and recommendations for the prevention, detection and
control of animal diseases, including zoonoses. Developing and in-transition
countries with limited scientific capacity and means of access to scientific
expertise make up over
72%
of the
168
Member Countries of the O1E. These
countries especially need the support of the Network to face current challenges
and new threats linked to globalisation and climate change. It is thus urgent that
more
OIE
Reference Laboratories and O1E Collaborating Centres be estab¬
lished or created to strengthen the veterinary scientific communities in these
places. Twinning operations between well-developed and newly created labo¬
ratories will help make this possible.
Experts from O1E Reference Laboratories and Collaborating Centres around
the world were able to meet for the first time in
Florianópolis,
Brazil, in Decem¬
ber 2O06 at the First International Conference of the
OIE
Reference Laborato¬
ries and Collaborating Centres . It provided a muffldisciplinary forum for
strengthening scientific cooperation within the network of
OIE
Laboratories and
OIE
Collaborating Centres. Representatives of
FAO
Reference Laboratories
also took part. The meeting addressed the updating and setting of standards for
methodologies in the field of diagnostics, vaccine quality and biosecurity; the
improvement of methods for internet networking, and the building of closer links
between existing Reference Laboratories» Collaborating Centres and national
and private veterinary laboratories. The meeting demonstrated the need for O1E
Reference Laboratories and O!E Collaborating Gentres to meet annually or bi-
annually to strengthen their networks and open them to other organisations, to
support developing and in-transffiort countries through twinning, capacity build¬
ing, training programmes and the identification of initiatives for regional financial
support, and to develop an exchange of information and experiences to ensure
the consistent
applicatìon
of
OIE
guidelines, recommendations and standards.
