nors appointed by the Austrian administration in
Dalma¬
ţia
Erasmus
von
Handel was the first civilian administrator.
His tenure passed fervently, often marked with strong con¬
flicts of Dalmatian representatives and Dalmatian governor
as the highest administration representative in the Province.
The Austrian Province of
Dalmaţia
was at the turn of the

9til to 20th century in difficult situation caused by so called
wine clause (paragraph) of the trade settlement between Aus-
tro-Hungary and Italy, and additionally by the sickness of
the vine in
Dalmaţia.
In this manner the wine business was
destroyed which was the strongpoint of Dalmatian econo¬
my. This caused additional destitute of already poor coun¬
try and thus started mass emigration.
The Dalmatian public expected from the first civilian
governor a political change for the better, lead by the di¬
rect intervention measures of the Government. Complete¬
ly following the line of politics lead by Ernest
von Koere-
ber s Government which appointed him to this position,
governor Handel stood for stronger mobilisation of prov¬
ince resources and for less endorsement from outside. It was
aimed at the concentration of all political forces and at the
endeavours with economic programmes that would prove
efficient in the long run. Moreover, Handel s language pol¬
icy that toed the line of the Viennese Government brought
him in direct conflict with Dalmatian parliamentary rep-

resentatives.
This conflict was additionally kindled by the
events of
1903
in Central Croatia that reflected in
Dalma¬
ţia
and the denial of the Sovereign s audience for the Dal¬
matian political representatives. All this brought to a new
turn on Dalmatian political stage and triggered the intro¬
duction of the famous new course politics.
Handel s Recollections presented in this book, with the
Croatian translation in congruence with the standards of
scientific editions of such sources are supplied with the in¬
troductory analysis of the editor and the necessary foot¬
notes, make important historical source. This is the first
time that we have a presentation of the life and the work of
one Dalmatian governor, moreover, from his own writings.
However, this was the way to present Austrian internal or¬
ganisation structure, its internal world, dynamics, represen¬
tations and achievements. From Handel s Recollections there
can be noticed more than stages of his political actions as
a governor: his political thoughts, understandings and the
solutions he advised concerning the problems in Monarchy
such as language issue and the ways to reorganize the Mon¬
archy. The analogy is with
Dalmaţia:
his thoughts of cur¬
rent issues are very interesting as well as his views of histo¬
ry and the present during his office in
Zadar.
These views
which are only understandable from the perspective of Han¬
del s political habitus deserve to be reconsidered and criti¬
cally evaluated. As the first class political source the Recol¬
lections may serve to enrich us with new valuable insights in
the Croatian historiography that deals with this historical
period and so contribute to new achievements.
