Summary
Following World War II, political leadership of the second Yugoslavia, whose
ideology was deeply rooted in theories of
Marx, Engels,
Bebei,
and Lenin, aimed to
adopt legislation that would help women attain equality in all areas of life. Women
achieved equality in marriage, they were granted the right to vote and to get equal
pay for equal work, they were given access to all public service employments, as well
as equal status in educational process. As future mothers they were given special
protection not only in their work but

in criminal law. The state placed a strong
emphasis on health protection of mothers and their children.
As it had previously been the case in the Soviet Union, statutory provisions in
Slovenia, one of the republics of the socialist Yugoslavia, proved to be but the first
step to actual exercising certain rights. Between
1945
and
1953
there were not many
female representatives in state and political authorities, mostly due to difficult post¬
war economic conditions, and still deeply rooted traditional conception of a woman
as a mother and a housekeeper, as well as due to aversion of the Party leadership
towards feminism. Women also found it more difficult to win recognition in their
careers, while at home they were still expected to assume most of the responsibilities
for the whole family. However, socialist legislation did open new possibilities for
women. During the period of the first Yugoslavia, women were completely subjected
to their husbands in marriage, their education was of secondary importance, they
had no political rights, and only limited access to different professions. Between
1945
and
1953,
the number of women with university education increased con¬
siderably. While before World War II women did not even have the right to vote, in
1946
the Slovene Parliament included a total of
7.5 %
of female representatives, and
in
1953
the percentage increased to
9.3 %.
Social security of female workers and
their families was undoubtedly improved. During the period of the first Yugoslavia
the majority of workers did not have health or accident insurance, and pension
insurance was not introduced until
1939.
In the socialist Yugoslavia by
1950
all
employed were given equal rights in the area of social security, women also got other
privileges regarding maternity.
Establishment
of preschool institutions such as kin¬
dergartens was encouraged by the state.
After the change of the political system had taken place, and parliamentary
democracy and market economy had been introduced into the independent state of
Slovenia, the situation for women deteriorated again. It turned out that in

years
of socialism, the public perception of a woman and her role in the society has not
changed a lot.
