WHAT DO WE WANT!
Political history of the Styrian Slovenes from the end of
the policy of unity in
1906/07
to the outbreak of the
First World War
SUMMARY
The policy of unity which had strengthened Slovene national conscio¬
usness in the last decades of the 19th century began to disintegrate at the end
of the century. The first serious indication of this came at the parliamentary
elections in
1897.
Disagreements and secret struggles for supremacy within the
uniform Slovene party were frequent in the years that followed, although the
party of the Styrian Slovenes formally remained united right up until
1906
or
1907,
when the party leaders formed two parties, the
Narodna stranka
('National
Party', liberal, December
1906)
and the
Slovenska kmečka zveza
('Slovene Pea¬
sants' Alliance', Catholic-nationalist, January
1907).
This work presents a relatively brief period of Slovene history in
Styria,
specifically the period from
1906
to
1914.
This period had significant con¬
sequences for Lower (Slovene)
Styria,
since numerous municipalities had alre¬
ady consolidated their Slovene character, while in the political sense a behind-
the-scenes struggle for political dominance in the region was being fought out
between liberal
Celje
and Catholic-nationalist
Maribor.
This was evident above
all in reactions to various public events and demonstrations. The background
to all of this was a battle of 'principle' between the two Slovene political parties
in
Styria
-
and between their charismatic leaders
Dr Vekoslav
Kukovec, the
leader of the Celje-based
Narodna stranka
and
Dr
Anton
Korošec,
who, though
not actually the president of the
Slovenska kmečka zveza,
was seen as personifying
the party and was its leader in the informal sense.
The period covered by the book can be further subdivided into two pe¬
riods:
—
a first period from
1906
to
1911
—
a second period from
1911
to the start of the First World War'.
Between
1906
and
1911,
relations between the two parties were constan¬
tly changing and in fact depended on current political conditions in
Styria,
in
Austria-Hungary and in the world at large. Following the split in the Slovene
party, unity-minded politicians, of whom there were many, wished to bring the

opposing political groupings together to form a Styrian
Narodni svet
('Natio¬
nal Council')· This would function, following the Czech model (and following
the model of the German
Volksrat),
as a suprapartisan organisation of Styrian
Slovenes, and would only address key national issues common to all Slovenes.
Unfortunately, however, this idea could not be fully realised, since the
Narodni
svet
soon became a stronghold of the Styrian pro-unity faction.
Nevertheless, the Lower Styrian
Narodni svet
and its president
Dr Juro
Hrašovec,
who was accused of political opportunism by both political camps,
undoubtedly deserve considerable credit for the fact that the Styrian Slovenes
of the two political groupings did manage to combine their strength at the most
critical moments. This was most evident in the context of the events of Septem¬
ber
1908,
although it was also apparent at elections in linguistically mixed mu¬
nicipalities and in district communities (zastopi). Unfortunately, however, joint
candidacies for provincial
(1909)
and parliamentary elections
(1907, 1911)
ne¬
ver happened, despite attempts in this direction.
A truly absurd situation came about in
1909,
when even pro-unity candi¬
dates took part (albeit unsuccessfully) in the pre-election struggle for seats in the
provincial assembly in
Graz.
To this end they founded in Ptuj the
Stranka zjedi-
njenih Slovencev ('United Slovenes Party'), which thus became the third Slovene
party in Lower
Styria.
Its lifespan was short, however: following the elections
nothing more was heard about its activities. Time has shown that
Dr
Miroslav
Ploj
's
attempt to obtain a parliamentary mandate was merely a desperate
pre¬
electoral
manoeuvre which, owing to a weak hinterland, a poor organisational
structure and irregularities in the
Celje
liberal camp, was unable to count on
success.
The year
1910
was the year of the census, for which the Styrian Slovenes
-
or rather the Lower Styrian
Narodni svet
-
made special preparations in the
form of their own private censuses. Interestingly, these differed considerably
from the official censuses carried out by the authorities.
The second period begins after the parliamentary elections in
1911.
This
period was characterised by the total dominance of the
Slovenska kmečka zveza.
The results of the elections were catastrophic for the
Narodna stranka,
since
none of its candidates managed to defeat the opposing candidates of the Sloven-
ska
kmečka zveza
in any of the 'Slovene' electoral districts in
Styria.
Even the two
traditionally liberal electoral districts, comprising the four judicial districts of
the Mislinja Valley,
Salek
Valley and Upper Savinja Valley and the two judicial
districts of the Lower Savinja Valley, were won by the candidates of the
Slovenska
zgodovini-ce

kmečka zveza.
The former was actually wrested from the Styrian liberals on the
occasion of the parliamentary by-election in
1910,
when the liberal representa¬
tive in the
Graz
provincial assembly, the late
Vinko Ježovnik,
was replaced by
Dr
Karel Verstovšek.
A year later,
Dr
Verstovšek
repeated his electoral success.
Meanwhile, the elections in
1911
saw the
Slovenska kmečka zveza
win another
important victory, when
Dr
Anton
Korošec
defeated his liberal opponent Franc
Roblek, the mayor of
Zalee,
in the Lower Savinja Valley. This skilful manoeu¬
vre, whereby the
spiritus
agens
oí
the
Slovenska kmečka zveza.·,
Dr
Anton Korošec,
joined the fray, was an unqualified success.
The liberal
Narodna stranka
was utterly routed, and this was very evident
in its activity in the last years before the outbreak of the First World War. The
previously recognisable policy of the
Celje
liberals had suddenly ceased to exist.
In the national parliament, where the Styrian Slovenes had always fought an
obstructionist battle, the single
Narodna stranka
member,
Dr Vekoslav
Kukovec,
was quite unable, as an 'independent', to make himself heard. A period of po¬
litical monotony began, and was to continue, despite occasional political and
national excesses, right up until the outbreak of the war in
1914.

obstructionist battle, the single
Narodna stranka
member,
Dr Vekoslav
Kukovec,
was quite unable, as an 'independent', to make himself heard. A period of po¬
litical monotony began, and was to continue, despite occasional political and
national excesses, right up until the outbreak of the war in
1914.
