The cultivation of proper values, in all the fields of the activity, and the creation of the criteria for the quality values and the request to get rid of the anti-values in many fields were emphasized as the major issues. As an immediate issue, the development of the scientific based political criti¬ cism in order to advance and base the political process¬ es in the country and region on a sustainable basis was raised. Some of these articles have been published time after time in the daily newspaper Bota Sot but in this edition they are published with some additions, which have been imposed by the developments in the country later on. In this book, the national and professional contribu¬ tion of some prominent intellectuals, who have been the main leaders of our national movement and liberation war has been represented as well; and this exactly why some of them were killed by the Serb chauvinist gov¬ ernment during the war and some others after the war by the anti-Albanian circles of the foreign services. The articles of this edition in terms of theme deal with can be classified in three groups: 209 1. The articles that refer to the Serbian politics and they deal with its tendencies in order to turn the violence to genocide or to divide Kosova. It was emphasized that this was the purpose of Serbian politics to conduct a huge informative, diplomatic and special war by setting up the criminal events in Kosova. This directs the Serbian minority in Kosova by getting involved in the game for political effects in order to show that the UN mission in Kosova is failing and that the Serbian secu¬ rity forces should be returned there because of that, etc! In some articles, it is emphasized that the Serbian hege¬ monic politics that works on a greater Serbia has ordered the different massacres and crimes in Croatia, Bosnia and Hercegovina and in Kosova against the civilian population. This politics, that threatens indirect¬ ly Kosova even today is a factor of new conflicts and wars. The use of violence is understood even from the official position of Belgrade according to which the recognition of Kosovo s independence would mean the destabilization of the region . Which means that Serbia is committed to bringing the Serb violent sovereignty back to Kosova. 2. Articles that treat the course of the Albanian polit¬ ical developments over the last 4-5 years through which many defects are shed light upon, defects and incapabil¬ ity within the senior institutions in Kosova. In these arti¬ cles, the extreme political party rivalry has been criti¬ cized, whose result is the rifts between the political par¬ ties and different accusations between the parties which negatively impact the internal and external public and especially the current situation in which Kosova is now. Also, the phenomenon of appointing people in senior 210 positions according to the political loyalty and not according to the respective professional capability has been emphasized. The results of this phenomenon are the numerous failures in different activities. The phe¬ nomenon of mediocre is very much present in Kosova and it is an evidence that here we still have the commu¬ nist concepts existing. The articles that criticize the criminality, terrorism etc as well as the comments on the necessity of develop¬ ing a democratic and political culture in Kosova and in other Albanian places occupy an important place; which is also an important and immediate task for the senior local institutions to deal with. 3. The book has an annex that covers briefly the work of some writers in the different fields of the Albanian philology. The observations on these writers have been done on the occasions of different anniver¬ saries. Through these articles, the great contribution of these writers and academics in our national science and culture in general is emphasized. Translated by: Blenni Saqipi 211 PËRFUNDIM Në këtë vepër janë përfshirë shkrime që kanë të bëjnë me zhvillimet aktuale të viteve të fundit në Kosovë. Si çështje parësore është spikatur kultivimi і vlerave të mirëfillta në të gjitha fushat e veprimtarisë dhe krijimi і kritereve për vlerat sa më cilësore, por dhe kërkesa për ť і mënj anuar anti vlerat që kanë vërshuar në sfera të ndryshme. Është shtruar si mbëhi e ngutshme edhe zhvillimi і kritikës politike mbi bazen shkencore për ť i avancuar dhe për ť i mbështetur në një themel të qëndrueshëm proceset e mëtejshme politike në vend dhe në rajon. Disa nga këto shkrime janë botuar here pas here në gazetën Bota sot , por në këtë përmbledhje botohen me disa shtesa dhe plotësime, të cilat janë diktuar nga zhvi¬ llimet e mëvonshme në vend. Në vepër është paraqitur edhe kontributi profesional dhe atdhetar і disa intelektualëve të shquar, të cilët kanë qenë drejtuesit kryesorë të lëvizjes sonë kombëtare e të luftës çlirimtare dhe, pikërisht për këtë, janë vrarë, disa nga pushteti shovinist serb dhe disa pas luftës nga qar- qet antishqiptare në shërbime të huaja. Shkrimet e kësaj përmbledhjeje, shikuar nga temati¬ ka që trajtojnë, mund të klasifikohen në tri grupe: 1. Shkrime që i referohen politikës serbe dhe zbërthejnë tendencat e saj për të kthyer dhunën dhe 206 gjenocidin në Kosově ose per të ndarë Kosovën. Është theksuar se për këtë qëllim politika serbe po bën luftë të madhe informative, diplomatike dhe speciale duke kri- juar edhe inskenime kriminale në Kosovë. Ajo e dirigjon pakicën serbe në Kosovë duke e futur në lojë për efekte politike me qëllim që të tregojë se në Kosovë po dështon misioni і OKB-së dhe se atje duhet të kthehen forçat e sigurimit serb etj.! Në disa shkrime është theksuar fakti se politika hegjemoniste serbe, që prore angazhohet për Serbine e Madhe, ka ur- dhëruar të bëhen masakra dhe krime të ndryshme në Kroaci, në Bosnjë dhe në Kosovë kundër popullatës civile. Kjo politike, që, tërthorazi, edhe sot і kërcënohet Kosovës me përdorimin e forces, është faktor i konflik¬ te ve dhe і luftërave të reja. Përdorimi і forces nënkupto- het nga deklarimi і Beogradit zyrtar sipas të cilit njoh- ja e pavarësisë se Kosovës do të thotë destabilizim і rajonit. Domethënë Serbia angazhohet për ta kthyer sovranitetin e dhunshëm serb në Kosovë. 2. Shkrime që trajtojnë rrjedhat e politikës shqiptare katër-pesë vitet e ŕundit me anë të të cilave vihen në dukje shumë të meta, dobësi e paaftësi brenda institu- cioneve më të larta të Kosovës. Në këto shkrime është kritikuar rivaliteti ekstrem partiak, rrjedhojë e të cilit janë përçarjet midis subjekteve kryesore politike si dhe akuzat e ndryshme ndërpartiake që kanë reflekset nega¬ tive në opinionin e brendshëm dhe të jashtëm në veçan- ti në situatën në të cilën gjendet Kosova. Po kështu është vënë në kritike të arsyeshme dukuria e emërimeve të nj erëzve në funksione të larta të vendit vetëm sipas lojalitetit partiak dhe jo sipas aftësive dhe përgatitjes profesionale të fushave përkatëse. Pasojë e kësaj 207 dukurie janë dështimet e mëdha në veprimtari të ndryshme. Fenomeni і mediokriteteve është shumë і pranishëm në Kosově dhe është dëshmi se ketu ende mbizotërojnë konceptet komuniste mbi baza klanore, miqësore, farefisnore etj. Vend të konsiderueshëm në këtë vepër zënë shkrimet tek kritikohet kriminaliteti i llojeve të ndryshme, terro- rizmi etj. si dhe komentet që kanë të bëjnë me domos- doshmërinë e zhvillimit të kulturës demokratike dhe politike në Kosovë e më gjerë në hapësirat shqiptare dhe në mërgatën tonë që paraqet një detyrë të ngutshme dhe permanente të institucioneve më të larta të vendit. 3. Vepra ka edhe një shtojcë në të cilën, në vija të shkurtra, është përfshirë veprimtaria e disa studiuesve dhe krijuesve në fusha të ndryshme të filologjisë shqiptare. Vështrimet për këta studiues janë bërë me rastin e përvjetorëve të ndryshëm të tyre. Si çështje parësore është spikatur kultivimi і vlerave të mirëfillta në të gjitha fushat e veprimtarisë dhe krijimi і kritereve për vlerat sa më cilësore, por dhe kërkesa për ť і mënj anuar anti vlerat që kanë vërshuar në sfera të ndryshme. Është shtruar si mbëhi e ngutshme edhe zhvillimi і kritikës politike mbi bazen shkencore për ť i avancuar dhe për ť i mbështetur në një themel të qëndrueshëm proceset e mëtejshme politike në vend dhe në rajon. Disa nga këto shkrime janë botuar here" pas here në gazetën "Bota sot", por në këtë përmbledhje botohen me disa shtesa dhe plotësime, të cilat janë diktuar nga zhvi¬ llimet e mëvonshme në vend. Në vepër është paraqitur edhe kontributi profesional dhe atdhetar і disa intelektualëve të shquar, të cilët kanë qenë drejtuesit kryesorë të lëvizjes sonë kombëtare e të luftës çlirimtare dhe, pikërisht për këtë, janë vrarë, disa nga pushteti shovinist serb dhe disa pas luftës nga qar- qet antishqiptare në shërbime të huaja. Shkrimet e kësaj përmbledhjeje, shikuar nga temati¬ ka që trajtojnë, mund të klasifikohen në tri grupe: 1. Shkrime që i referohen politikës serbe dhe zbërthejnë tendencat e saj për të kthyer dhunën dhe 206 gjenocidin në Kosově ose per të ndarë Kosovën. Është theksuar se për këtë qëllim politika serbe po bën luftë të madhe informative, diplomatike dhe speciale duke kri- juar edhe inskenime kriminale në Kosovë. Ajo e dirigjon pakicën serbe në Kosovë duke e futur në "lojë" për efekte politike me qëllim që "të tregojë" se në Kosovë po "dështon" misioni і OKB-së dhe se atje duhet të kthehen forçat e sigurimit serb etj.! Në disa shkrime është theksuar fakti se politika hegjemoniste serbe, që prore angazhohet për Serbine e Madhe, ka ur- dhëruar të bëhen masakra dhe krime të ndryshme në Kroaci, në Bosnjë dhe në Kosovë kundër popullatës civile. Kjo politike, që, tërthorazi, edhe sot і kërcënohet Kosovës me përdorimin e forces, është faktor i konflik¬ te ve dhe і luftërave të reja. Përdorimi і forces nënkupto- het nga deklarimi і Beogradit zyrtar sipas të cilit "njoh- ja e pavarësisë se Kosovës do të thotë destabilizim і rajonit." Domethënë Serbia angazhohet për ta kthyer sovranitetin e dhunshëm serb në Kosovë. 2. Shkrime që trajtojnë rrjedhat e politikës shqiptare katër-pesë vitet e ŕundit me anë të të cilave vihen në dukje shumë të meta, dobësi e paaftësi brenda institu- cioneve më të larta të Kosovës. Në këto shkrime është kritikuar rivaliteti ekstrem partiak, rrjedhojë e të cilit janë përçarjet midis subjekteve kryesore politike si dhe akuzat e ndryshme ndërpartiake që kanë reflekset nega¬ tive në opinionin e brendshëm dhe të jashtëm në veçan- ti në situatën në të cilën gjendet Kosova. Po kështu është vënë në kritike të arsyeshme dukuria e emërimeve të nj erëzve në funksione të larta të vendit vetëm sipas lojalitetit partiak dhe jo sipas aftësive dhe përgatitjes profesionale të fushave përkatëse. Pasojë e kësaj 207 dukurie janë dështimet e mëdha në veprimtari të ndryshme. Fenomeni і mediokriteteve është shumë і pranishëm në Kosově dhe është dëshmi se ketu ende mbizotërojnë konceptet komuniste mbi baza klanore, miqësore, farefisnore etj. Vend të konsiderueshëm në këtë vepër zënë shkrimet tek kritikohet kriminaliteti i llojeve të ndryshme, terro- rizmi etj. si dhe komentet që kanë të bëjnë me domos- doshmërinë e zhvillimit të kulturës demokratike dhe politike në Kosovë e më gjerë në hapësirat shqiptare dhe në mërgatën tonë që paraqet një detyrë të ngutshme dhe permanente të institucioneve më të larta të vendit. 3. Vepra ka edhe një shtojcë në të cilën, në vija të shkurtra, është përfshirë veprimtaria e disa studiuesve dhe krijuesve në fusha të ndryshme të filologjisë shqiptare. Vështrimet për këta studiues janë bërë me rastin e përvjetorëve të ndryshëm të tyre. Përmes këtyre shkrimeve spikatet kontributi і madh і këtyre dijetarëve në shkencën dhe në kulturen tonë kombëtare në tërësi. 208
