Position of the Serbian Orthodox Church in the
Kosovo and
Metohija
conflict
In September,
1999
Andia Beitie, a publicist from Tirana wrote in the
Klan
weakly:
"Although aware that NATO liberated Kosovo, most of the
Kosovars
will say: "We are
the ones who liberated Kosovo", or "the. KXA liberated it." It is a sweet lie, which
unfortunately many would like to believe in, and it is rapidly taking root, as the truth
among younger generations and children, who perceive their fathers as the real winners
in the war. Being formed on this spiteful truth, they will not, in all likelihood, view the
foreign troops as heroic after a few years of the protectorate. In addition, the majority of
the Albanian population deeply believe that Kosovo will become independent and that
Kosovars
will hold the keys to their destiny in their own hands."
Thus, referring to the development in Kosovo in his article, the Albanian publicist
gives an essential account of the opinion, which is becoming ingrained among the
Albanians in Kosmet. At the same time, he shows directly to what degree the merit of the
truth is understood, namely that the issue of Kosovo region will not be resolved by virtue
of the historical and ethnical laws only, but also by agreement, while taking into account
the principles of both sides.
However, the only thing that one cannot do with Kosovo is detach it, because, as Bishop
Artemije says, what gets separated is never returned, because you can give your next of
kin an organ to save him, but you cannot get it back. The Church is aware that the relations
in the present day world must be taken into consideration to the extent which will not
obliterate and underestimate the spiritual and historical features of the Orthodox Christian
civilization. The Serbs of Kosovo and
Metohija
together with their Church remain
vigorously opposed to the idea of independent Kosovo which would bring about a total
disappearance of the Serbian people from this historical, spiritual and cultural space. In
addition to its spiritual work, the Serbian Orthodox Church has a special mission to

constantly keep the entire Serbian people and the world public vigilantly aware of the
significance of Kosovo and
Metohija,
as a cradle of the spirituality, culture and history of
an European nation, which has always been on the side of the Western democratic
countries. Consequently, the fundamental principles of the Church are;
1. To affirm the position of the Serbian people and the Church and introduce it
m
a new
Constitution of the Serbian state; no one ever has the right to give up Kosovo and
Metohija,
as an inalienable
parí
of the Serbian territory, Serbian state and the Serbian
Church based on St. Sava's cult and relinquish the principle of inviolability,
unchangeabiJity of the state borders guaranteed by the internationally recognized
public law acts and also by the Security Council Resolution
1244,
guaranteeing the
integrity and sovereignly of Serbia in Kosovo and
Metohija.
No one has the right to
betray, sell or bargain away the Holy Land of Kosovo and
Metohija,
its sacred sites
and its suffering People for any posts or good offices.
2.
To put a stop to suffering and ethnic discrimination of the Serbian Orthodox people in
Kosovo and
Metohija,
ensure their survival and provide security for all who have
remained in Kosovo as well as full freedom of movement and employment and all
other rights, such as the right to private property, secure full fledged instead of formal
participation in the government of Kosovo and
Metohija
and provide them with their
own schools, hospitals, cultural centers, international assistance, state aid and moral
and financial support.
3.
To enable return of all expelled and displaced persons, particularly that of
230,000
Serbs, who have been unable to return to their homes for four years now as well as of
other non-Albanian populations to their native places, without delays and various
pretexts, while ensuring their full security, freedom of movement and employment as
well as international assistance and the state provided aid. This return can start at once
with the already promised and planned return of the Serbs to the villages of Ljcvos,
Sig, Brestovik
and
Belo Polje
in the neighborhood of
Peć.
4.
To find and release all kidnapped persons who have stayed alive, and to locate and
exhume the remains of all people who have been murdered over the tragic years in
order to bury them in a proper and dignified manner
5.
To put a stop to the barbarian devastation and defilement of the Orthodox churches and
graveyards in Kosovo and
Metohija,
secure preservation of still active monasteries and
churches of great national, universally human, religious and cultural values, and also
to make it possible for the Serbian Orthodox Church to restore the destroyed places of
worship and monasteries as well as for its clergy to engage in unhindered spiritual and
pastoral work.

To prevent uncontrolled privatization of the land that is currently stale-owned, but was
unlawfully taken away from the Serbian Orthodox Church after the World War
U
without any real compensation, and to initiate the process of restitution of the seized
land or provide adequate compensation.
Conflicts and reconciliation are the essential characteristics of the human civilization.
Along these lines, in addition to the thoughts of the Albanian publicist, I quote the
reflections of the Serbian academician Cosic from his book titled "Kosovo": "If the Turks
won the battle of Kosovo on the battlefield in
1389,
the Serbs won it on the spiritual
plane. The Turks as well as the Serbs have lost that battle at the temporal level. Today
the sense of responsibility for the future tells the Serbs and the Albanians to resolve the
centuries-long battle for Kosovo at the negotiating table rather than on the battleground
by attaining agreement, observing the rights of both sides and replacing revenge with
cooperation. It is the only possible way of making the Albanians as well as the Serbs the
winners in Kosovo".
In terms of the scientific study of conflicts, it means that the creation of an
independent state of Kosovo within the current administrative boundaries would

constitute a violent annexation of the Serbian state territory and a peculiar international
reward lor the ethnical cleansing of
lhe
Serbs and non-Albanians as well as the
realization of the Prizren League's program for achieving the Great Albania. At the same
time, it would mean the obliteration of the Serbian cultural heritage and the spiritual and
cultural identity of the Serbian people which would, in addition to the act of national
treachery, is the cause of further spiritual confusion and ideological aberration.
On the other hand, Kosovo must be provided with the highest possible degree of
autonomy within the stale sovereignty of Serbia and Montenegro, while profoundly
accepting the historical and ethnical rights and respecting the private and state ownership
(in the context of investments), thus making Kosovo and
Metohija
a cantonal
confederation, such as Switzerland. Serbia, which is committed to the world integration
processes, cannot solve its integration strategy in such a manner as to give up or bargain
Kosovo away. It must always bear in mind that the Albanians are citizens of Serbia and
that the whole integration must be based on understandings, agreements and mutual
respect of rights and given geopolitical conditions.
The future of the Kosovo and
Metohija
region must be built on the basis of full
compliance with the prerequisites for the European Union membership setting the
following requirements before the Serbs and the Albanians:
relaxation of tensions and termination of the crisis which implies that political
dialogue between Belgrade and
Pristina, as
an administrative center is inevitable.
Democratic reconstruction of government in the case of Kosovo and
Metohija
means
full revival of the functions of the parliamentary system of Serbia and Kosovo.
Protection of human rights as well as the rights of entities means the right to schooling,
use of the native language and in this concrete instance full enjoyment of the Serbian
cultural heritage in Kosovo.
Market economy implies full functioning of economic derivatives, taking into
consideration previous economic indicators, which means the right to work and results
of such work conducive to the
macroeconomia
and
microeconomic
cooperation within
Kosovo and beyond the administrative boundaries.
Combating crime is one of the most significant long-term tasks because of the
formation of strong criminogenic groups, which have assumed forms of the organized
crime and applied to the activities of the Kosovo administration.
Return of displaced persons and their repatriation is another prerequisite set by the
EU
which take into account the deepest spiritual attachment to one's native soil and
importance of personal, cultural and spiritual identification.
This paper is an attempt to consider the conflict from the standpoint of the authentic
Serbian Orthodoxy. A special dimension stemming from the analysis of the subject is
here outlined in the historically relevant view that in the course of history the cultural and
political life of the Serbs has been led within the scope of the Orthodox spirituality i.e.
in the whole living organism of the Serbian Orthodox Church. The idea of the work is to
indicate that forms of the political violence along with the direct use of force on the
human mind, flesh, existence and will have escalated to the extent when traces of the
cultural, national and religious existence of the people in a particular territory are being
wiped out, as is the case in Kosovo and
Metohija,
lhe
Holy Land of the Serbs. For the
Serbian people, Kosovo and
Metohija
is not
onìy
an issue of geopolitical, cultural and
military threat, but the one of spiritual and moral resurrection as well as a question of the
Christian theo-antliropological identity. Kosovo is not only a religious and metaphysical
question, but a moral and existential one.
In these conflict-ridden times,
lhe
Serbian people, particularly in Kosovo and
Metohija
arc going through a phase of examining their identity, historical and spiritual memory
and traditions, searching for the authentic spiritual origin. For that reason, the governing
idea of Ibis paper is to gather all those determinants in one place which can help us
understand our age-long, profound and fateful attachment to Kosovo and
Metohija.
