BIOGRAPHICAL DICTIONARY OF MEMBERS OF THE
CONSTITUENT ASSEMBLY OF LITHUANIA
(1920-1922)
"Biographical Dictionary of Members of the
Constituent Assembly of Lithuania
(1920-1922)"
is one volume of the voluminous publication "The
Great Biographical Dictionary of the Lithuanian
Parliamentarians" dedicated to biographies of
parliamentarians of the Constituent Assembly
(Seimas) (1920-1922).
The Dictionary is prepared
according to the standardized biographical
questionnaire that is being used in modern science
of history which enables to effectively use the
dictionary prosopographically. "Biographical
Dictionary of Members of the Constituent Assembly
of Lithuania
(1920-1922)"
is prepared by a team
consisting of
15
authors
-
the researchers of
Lithuanian history of XX century who represent
the main institutions of science and studies in
Lithuania.
"Biographical Dictionary of Members of the
Constituent Assembly of Lithuania
(1920-1922)"
is the first biographical dictionary of such kind not
only
m
Lithuania but also in the Middle and Eastern
Europe. It enables to look thoroughly at the
biographies and the parliamentarian activity of the
members of the Constituent Assembly for the first
time and that will help in research of political,
social and personal Lithuanian history of XX
century. The Dictionary is important both for sci¬
ence, society and state representation and it will
help to develop the tradition of Lithuanian
parliamentarism and to mature the political
culture.
The Dictionary consists of six main parts;

III. Biograms

names and place-names. According to the set
structure of
biogram
writing the biograms (with
photos) of parliamentarians who worked in the
Constituent Assembly are being presented in de¬
tails, the general Assembly's activity is discussed
in the introduction and there are presented

work of parliamentarians. The annexes include
the main documents characterising the work of
the Assembly.
The Constituent Assembly started its term of
office on

"Vyriaiisybés žinios"
[Offi¬
cial Gazette] but also other newspapers covered in
details Assembly's plenary sessions, published
summaries of speeches of chiefs' of political groups
both position and opposition. The stenographs of
plenary sessions were published in "Works of the
Constituent Assembly". The press also covered the
backstage of
Seimas
and secret negotiations of po¬
litical groups.
The elections of the Constituent Assembly
held on April
'14—15,

were the first democratic
elections during the whole Lithuanian history. The
Assembly represented the whole Lithuanian
nation, the whole national society and all its social
groups. The Christian Democrats won the elections
and together with Labour Federation and Farmers'
Union took
59
seats.

Peasants' Union and Socialists,

by the Social
Democrats. The remaining seats were taken by
different ethnic minorities: Jews

seat. In total there were elected

parliamentarians.
There were many deserving people for
Lithuanian state among the elected representatives.
However, the majority of them were not known for
the general public. New people came to the arena
of political and social life. This showed the
strengthening of public spirit and its democ¬
ratization. There were

farmers,

workers,

tradesmen,

priests,

educators, mostly
teachers,

lawyers, the same number of doctors
and pharmacists,

soldiers,

officials,

writers,

engineers,

agronomists and

representatives
of other occupations. More than two thirds of
parliamentarians originated from peasants. The
other major part or representatives according to
their origin were workers, craftsmen, then
noblemen, officials and townspeople. Majority of
parliamentarians originated from
Užnemuné,
Kaunas and Northern Lithuania, i. e. the brightest
regions and sources of national rebirth, and a small
part
-
from Eastern Lithuania and Samogitia. The
relation between parliamentarians' places of birth
and election is very clear: they were the same or
very close for more than a half of parliamentarians.
The representatives of Lithuanian
nationality comprised over
90%,
i. e. relatively
more than the number of Lithuanians among
country inhabitants. Majority of members were
Catholics. However, the group of free-thinkers
was large enough too
-
if not all but majority of
the Social Democrats and the Social Populists were
christened. The education level of parlia¬
mentarians who consisted also of peasants,
craftsmen and workers was rather high. The
Christian Democrats did not have temporal
intelligence until World War I and

of their
block in the Constituent Assembly comprised
members in high or higher education.
Almost one third of representatives were
under
30,
over
40%
were from
31
to
40
and only
10%
were older than
50.
Young Lithuanian state
was created by young people. In April
1920
there
were elected
112
representatives and there were
only
5
women. In this point Lithuania did not differ
from other European countries.
The Constituent Assembly incurred a big
change of its members. During the period of two
and a half year even
38
representatives changed,
i. e. one third. Some of them changed the work in
Assembly to civil or military service, other maybe
did not have liability to political activity. Some of
them died. According to the Law on Elections to
the Constituent Assembly the representative who
left was replaced by the person available at the top
of the party candidates list.

All Seimas
members, except German repre¬
sentative, made political groups. The political
groups of Christian Democrats, Labour Federation
and Farmers' Union united into the block of the
Christian Democrats. Other block included
representatives of Lithuanian Party of Social
Populists and Lithuanian Peasants' Union.
When the Constituent Assembly started its
work the situation in Lithuania was complicated:
Klaipeda region did not belong to Lithuania and
the whole Eastern part with the capital Vilnius was
occupied by Polish; the state border was not
regulated with any neighbour country. Lithuania
was not yet recognized by
Antante
states, the peace
treaty was not concluded with Russia, the relations
with other Baltic countries were not tight. Strong
communist activity was felt inside the country,

on May
15,
the first day of office, by a unanimous vote
passed the document "Proclamation of
Independence of tine Republic of Lithuania" which
essentially renewed the Act of Independence of
16
February
1918.
From the beginning of term of office
of the Assembly the parliamentarians worked
according to the Statute of the Constituent
Assembly adopted on
18
May. The Constituent
Assembly
(Seimas) was
ruled by presidium, the
Assembly of Elders made proportionally of
representatives of all political groups assisted it.
According to the Statute of the Constituent
Assembly political group consisted of

members.
Only
1
representative of German ethnic minority
could not form a political group. Polish had the
least number and were often called a "3-member
political group". During the term of

were formed standing and provisional
commissions which had to prepare or to discuss
the draft laws presented for plenum as well as to
discuss other matters. The largest commissions had

Under the threat of the Red Army the
Constituent Assembly (Seirnas) on
23
July
1У20
announced the state of war in all the country under
which the constitutional guarantees of citizens
were suspended and the death penalty was
introduced. On
19
June, after long secret
negotiations the first permanent Government was
formed consisting of Christian Democrats and
Social Populists.
The most important issue in summer and
autumn of
1920
in
Seimas was
foreign policy. On
June
12, 1920
a peace treaty was signed with the
Russia in Moscow. It was highly beneficial to
Lithuania as Russia recognized its independence.
But the relations with Poland remained tense. In
autumn of
1920
the question arose: be or not to be
Lithuania, its state? On
25
September the special
meeting was convened and the
referenco
to
inhabitants "Citizens!" was adopted in order to
defend from Polish. The fight of Lithuanian
nation with Poland was supported by people
oí'
almost all ethnic minorities, especially lows and
German.
In
1920
under the circumstances of mortal
danger democratic Lithuania, its authorities and
society did not fall apart. Although Vilnius region
was lost, the Lithuanians slopped
lho
invasion oi
the Polish Army on the first days of November and
on
17-21
of the same month defeated it at
Giedraičiai
and Sirvintos. The nation defended its
stale oven though it remained without capital
Vilnius. The members of the Constituent Assembly
(Seimas)
were involved in this defence as well.

During the Lithuanian-Polish conflict the
Constituent Assembly
(Seimas)
stopped its plenary
sessions and created the so-called Small
Seimas
consisting of the Chairman and six members of the
regular Constituent Assembly
(Seimas).
During the
period of almost

months the Small
Seimas
convened
45
meetings, discussed

law drafts and
adopted
25
laws of various spheres of life. The
commissions of the Constituent Assembly
continued their work as well at that time. When
the danger from Poland lessened the Constituent
Assembly renewed its plenary sessions on
17
January
1921.
On August
1, 1922
the new fundamental
law
-
The Constitution of Lithuania
-
was adopted
by

votes of the block of Christian Democrats and
political group of Jews. The most heated
discussions between rightists and leftists in
Seimas
were regarding the status of religion and Church,
the President's institution and rights of ethnic
minorities. The Social Populists and especially the
Social Democrats thought that President's
institution was not necessary and even dangerous
since it limited the powers of national
representatives and may bring dictatorship to
Lithuania. The opposition demanded that the
Constitution should guarantee the citizens the
possibility to register the acts of birth, death and
marriage in the institutions of authorities and that
religion lessons would not be compulsory at
schools. However, the Christian Democrats having
the majority votes rejected all proposals of the
leftists.
The Constitution declared that "Lithuanian
State is an independent democratic Republic. The
Nation governs the sovereign state". The
fundamental law declared the legal status of the
Seimas
(parliament) as expressing the sovereign
power of Lithuania and legitimated so called
Seimocracy. The national status of Lithuanian
language was juridically consolidated for the first
time in the history of Lithuania, the equality before
the law was guaranteed for all Lithuanian citizens
regardless their gender, origin, religion or
nationality, the inviolability of person and
residence was guaranteed as well as freedom of
conscience, speech, press, convocation of meetings,
activity of societies and unions.
The rights granted by the Constitution to the
ethnic majorities in
1922
could be essentially called
cultural autonomy. The most important ethnic
majority of Lithuania -Jews
-
even since
1919
had
a minister without portfolio in the Government, a
council of Jewish nation as well as local
communities and rights.
On
15
February
1922
the Constituent
Assembly by the votes of the Christian Democrats
adopted the Law on Land Reform (Social
Democrats voted against and Social Populists,
Peasants' Union and political group of Jews
abstained from voting). During the implementation
of the Land Reform

thousand of new settlers'
farms with
363
thousand hectares of land were
made (on the average by
9.4
hectares) and
26
thousand of poor peasants' farms were given
91
thousand hectares of land (on the average by
3.5
hectares);
506
thousand hectares of forest belonged
to the State. The
parcela
tion
of estates, i. e. reform
m a
narrow sense covered about
25%
and reform
in a wide sense including division of villages into
farmsteads
-
about
56%
of all country's territory.
The agrarian reforms were implemented in all
countries of Eastern and Middle Europe after the
World War I. In Lithuania it was one of the most
radical reforms as in Latvia and Estonia where only
50
ha was left to the landlords.

The Land Reform contributed a lot to the army
formation, to defeating the Bolshevism and Polish
threat and to creation of Lithuanian state as well.
The social economical results of the reform were
also very significant. The system of patches and
three-field system remained from
XVI
century,
servitudes and common pastures were eliminated
and all this helped to modernize the main economic
branch
-
the agriculture. The reform finally
eliminated the Polish landlords from the economic
and political country's life, it also strengthened
Lithuanian farmers who had the most important
role in the national economy and their children
-
officers, officials, priests, intelligentsia in general
-
in political country's life.
The Ministry of Finances on

introduced the national currency
-
Litas.
Next to
the main laws such as the Constitution, the Land
Reform, the national currency
Litas,
the
Constituent Assembly passed many other
significant la ws. Many of them were passed in the
sphere of culture. Kaunas University was
established on
16
February
'1922
but due to the
disagreements on the Theology Faculty and other
issues the Constituent Assembly adopted the
Statute of the University later, on
24
March. On the
last days of its office the Constituent Assembly
adopted the Law on Primary Schools which stated
that four-year primary education was compulsory
for all Lithuanian children of
7-14
years old. At
that time one third of inhabitants were illiterate,
the other third were little literate and could only
read.
Seimas also
passed the Rules of Military
school
(27 06 1922)
which went on in Kaunas since
1914
and the· Statute of Advanced Officer Courses
(03 10 1922)
which went on since spring

During the period of the Constituent
Assembly's office Lithuania achieved a lot in all
spheres of life. The country quickly repaired the
ravages of war and occupation. The international
status of Lithuania became stronger as well. During
two and a half year Lithuania's independence was
recognised

countries, including Latvia,
Estonia, Finland, Sweden, Norway, Denmark,
Czechoslovakia, Spain, Brazil, Argentina, USA. Not
much remained until England and France did

Since September
1921
Lithuania was a
member of the League of Nations. The chairman
A. Stulginskis on the closure of the last meeting the
Constituent Assembly regretted that "due to ob¬
stacles not depending on us we did not manage to
relieve our old capital Vilnius, we also did not
manage to regain Lithuania Minor".
The Lithuanian State fell in June
1940.
This
national misfortune directly influenced the former
members of the Constituent Assembly. Duo to
occupation the further life of majority of them
became tragedy. Some of them were exiled or died
in Siberia, the other returned maimed to I .ithuania
which was occupied by the Soviet Union
(occupation authorities woro destroying tho
symbols of Lithuanian statehood and
parliamentarism using all possible measures), tho
another retreated to the West at the end of tho World

"Biographical Dictionary of Members of the
Constituent Assembly of Lithuania
(1920-1922)"
is one volume of the voluminous publication "The
Great Biographical Dictionary of the Lithuanian
Parliamentarians" dedicated to biographies of
parliamentarians of the Constituent Assembly
(Seimas) (1920-1922).
The Dictionary is prepared
according to the standardized biographical
questionnaire that is being used in modern science
of history which enables to effectively use the
dictionary prosopographically. "Biographical
Dictionary of Members of the Constituent Assembly
of Lithuania
(1920-1922)"
is prepared by a team
consisting of

authors
-
the researchers of
Lithuanian history of XX century who represent
the main institutions of science and studies in
Lithuania.
"Biographical Dictionary of Members of the
Constituent Assembly of Lithuania
(1920-1922)"
is the first biographical dictionary of such kind not
only
m
Lithuania but also in the Middle and Eastern
Europe. It enables to look thoroughly at the
biographies and the parliamentarian activity of the
members of the Constituent Assembly for the first
time and that will help in research of political,
social and personal Lithuanian history of XX
century. The Dictionary is important both for sci¬
ence, society and state representation and it will
help to develop the tradition of Lithuanian
parliamentarism and to mature the political
culture.

details Assembly's plenary sessions, published
summaries of speeches of chiefs' of political groups
both position and opposition. The stenographs of
plenary sessions were published in "Works of the
Constituent Assembly". The press also covered the
backstage of
Seimas
and secret negotiations of po¬
litical groups.
The elections of the Constituent Assembly
held on April
'14—15,

were the first democratic
elections during the whole Lithuanian history. The
Assembly represented the whole Lithuanian
nation, the whole national society and all its social
groups. The Christian Democrats won the elections
and together with Labour Federation and Farmers'
Union took
59
seats.

Peasants' Union and Socialists,

by the Social
Democrats. The remaining seats were taken by
different ethnic minorities: Jews

seat. In total there were elected

parliamentarians.
There were many deserving people for
Lithuanian state among the elected representatives.
However, the majority of them were not known for
the general public. New people came to the arena
of political and social life. This showed the
strengthening of public spirit and its democ¬
ratization. There were

tradesmen,

priests,

educators, mostly
teachers,

lawyers, the same number of doctors
and pharmacists,

soldiers,

officials,

writers,

engineers,

agronomists and

representatives
of other occupations. More than two thirds of
parliamentarians originated from peasants. The
other major part or representatives according to
their origin were workers, craftsmen, then
noblemen, officials and townspeople. Majority of
parliamentarians originated from
Užnemuné,
Kaunas and Northern Lithuania, i. e. the brightest
regions and sources of national rebirth, and a small
part
-
from Eastern Lithuania and Samogitia. The
relation between parliamentarians' places of birth
and election is very clear: they were the same or
very close for more than a half of parliamentarians.
The representatives of Lithuanian
nationality comprised over
90%,
i. e. relatively
more than the number of Lithuanians among
country inhabitants. Majority of members were
Catholics. However, the group of free-thinkers
was large enough too
-
if not all but majority of
the Social Democrats and the Social Populists were
christened. The education level of parlia¬
mentarians who consisted also of peasants,
craftsmen and workers was rather high. The
Christian Democrats did not have temporal
intelligence until World War I and

of their
block in the Constituent Assembly comprised
members in high or higher education.
Almost one third of representatives were
under
30,
over
40%
were from
31
to
40
and only
10%
were older than
50.
Young Lithuanian state
was created by young people. In April
1920
there
were elected
112
representatives and there were
only
5
women. In this point Lithuania did not differ
from other European countries.
The Constituent Assembly incurred a big
change of its members. During the period of two
and a half year even
38
representatives changed,
i. e. one third. Some of them changed the work in
Assembly to civil or military service, other maybe
did not have liability to political activity. Some of
them died. According to the Law on Elections to
the Constituent Assembly the representative who
left was replaced by the person available at the top
of the party candidates list.

All Seimas
members, except German repre¬
sentative, made political groups. The political
groups of Christian Democrats, Labour Federation
and Farmers' Union united into the block of the
Christian Democrats. Other block included
representatives of Lithuanian Party of Social
Populists and Lithuanian Peasants' Union.
When the Constituent Assembly started its
work the situation in Lithuania was complicated:
Klaipeda region did not belong to Lithuania and
the whole Eastern part with the capital Vilnius was
occupied by Polish; the state border was not
regulated with any neighbour country. Lithuania
was not yet recognized by
Antante
states, the peace
treaty was not concluded with Russia, the relations
with other Baltic countries were not tight. Strong
communist activity was felt inside the country,

the first day of office, by a unanimous vote
passed the document "Proclamation of
Independence of tine Republic of Lithuania" which
essentially renewed the Act of Independence of
16
February
1918.
From the beginning of term of office
of the Assembly the parliamentarians worked
according to the Statute of the Constituent
Assembly adopted on
18
May. The Constituent
Assembly
(Seimas) was
ruled by presidium, the
Assembly of Elders made proportionally of
representatives of all political groups assisted it.
According to the Statute of the Constituent
Assembly political group consisted of

members.
Only
1
representative of German ethnic minority
could not form a political group. Polish had the
least number and were often called a "3-member
political group". During the term of

were formed standing and provisional
commissions which had to prepare or to discuss
the draft laws presented for plenum as well as to
discuss other matters. The largest commissions had

Under the threat of the Red Army the
Constituent Assembly (Seirnas) on
23
July
1У20
announced the state of war in all the country under
which the constitutional guarantees of citizens
were suspended and the death penalty was
introduced. On
19
June, after long secret
negotiations the first permanent Government was
formed consisting of Christian Democrats and
Social Populists.
The most important issue in summer and
autumn of
1920
in
Seimas was
foreign policy. On
June
12, 1920
a peace treaty was signed with the
Russia in Moscow. It was highly beneficial to
Lithuania as Russia recognized its independence.
But the relations with Poland remained tense. In
autumn of
1920
the question arose: be or not to be
Lithuania, its state? On
25
September the special
meeting was convened and the
referenco
to
inhabitants "Citizens!" was adopted in order to
defend from Polish. The fight of Lithuanian
nation with Poland was supported by people
oí'
almost all ethnic minorities, especially lows and
German.
In
1920
under the circumstances of mortal
danger democratic Lithuania, its authorities and
society did not fall apart. Although Vilnius region
was lost, the Lithuanians slopped
lho
invasion oi
the Polish Army on the first days of November and
on
17-21
of the same month defeated it at
Giedraičiai
and Sirvintos. The nation defended its
stale oven though it remained without capital
Vilnius. The members of the Constituent Assembly
(Seimas)
were involved in this defence as well.

sessions and created the so-called Small
Seimas
consisting of the Chairman and six members of the
regular Constituent Assembly
(Seimas).
During the
period of almost

Seimas
convened

meetings, discussed

commissions of the Constituent Assembly
continued their work as well at that time. When
the danger from Poland lessened the Constituent
Assembly renewed its plenary sessions on

1921.
On August

the new fundamental
law

The Constitution of Lithuania

was adopted
by

votes of the block of Christian Democrats and
political group of Jews. The most heated
discussions between rightists and leftists in
Seimas
were regarding the status of religion and Church,
the President's institution and rights of ethnic
minorities. The Social Populists and especially the
Social Democrats thought that President's
institution was not necessary and even dangerous
since it limited the powers of national
representatives and may bring dictatorship to
Lithuania. The opposition demanded that the
Constitution should guarantee the citizens the
possibility to register the acts of birth, death and
marriage in the institutions of authorities and that
religion lessons would not be compulsory at
schools. However, the Christian Democrats having
the majority votes rejected all proposals of the
leftists.
The Constitution declared that "Lithuanian
State is an independent democratic Republic. The
Nation governs the sovereign state". The
fundamental law declared the legal status of the
Seimas
(parliament) as expressing the sovereign
power of Lithuania and legitimated so called
Seimocracy. The national status of Lithuanian
language was juridically consolidated for the first
time in the history of Lithuania, the equality before
the law was guaranteed for all Lithuanian citizens
regardless their gender, origin, religion or
nationality, the inviolability of person and
residence was guaranteed as well as freedom of
conscience, speech, press, convocation of meetings,
activity of societies and unions.
The rights granted by the Constitution to the
ethnic majorities in
1922
could be essentially called
cultural autonomy. The most important ethnic
majority of Lithuania -Jews
-
even since
1919
had
a minister without portfolio in the Government, a
council of Jewish nation as well as local
communities and rights.
On
15
February
1922
the Constituent
Assembly by the votes of the Christian Democrats
adopted the Law on Land Reform (Social
Democrats voted against and Social Populists,
Peasants' Union and political group of Jews
abstained from voting). During the implementation
of the Land Reform

thousand of new settlers'
farms with

thousand hectares of land were
made (on the average by
9.4
hectares) and

thousand of poor peasants' farms were given

thousand hectares of land (on the average by
3.5
hectares);

thousand hectares of forest belonged
to the State. The
parcela
tion
of estates, i. e. reform
m a
narrow sense covered about
25%
and reform
in a wide sense including division of villages into
farmsteads

about
56%
of all country's territory.
The agrarian reforms were implemented in all
countries of Eastern and Middle Europe after the
World War I. In Lithuania it was one of the most
radical reforms as in Latvia and Estonia where only
50
ha was left to the landlords.

The Land Reform contributed a lot to the army
formation, to defeating the Bolshevism and Polish
threat and to creation of Lithuanian state as well.
The social economical results of the reform were
also very significant. The system of patches and
three-field system remained from
XVI
century,
servitudes and common pastures were eliminated
and all this helped to modernize the main economic
branch
-
the agriculture. The reform finally
eliminated the Polish landlords from the economic
and political country's life, it also strengthened
Lithuanian farmers who had the most important
role in the national economy and their children
-
officers, officials, priests, intelligentsia in general
-
in political country's life.
The Ministry of Finances on

introduced the national currency

Next to
the main laws such as the Constitution, the Land
Reform, the national currency
Litas,
the
Constituent Assembly passed many other
significant la ws. Many of them were passed in the
sphere of culture. Kaunas University was
established on
16
February
'1922
but due to the
disagreements on the Theology Faculty and other
issues the Constituent Assembly adopted the
Statute of the University later, on
