Summary
Euroregions and Bosnia and Herzegovina unite the latest thought
from the field of
Euroregion
with clear and overall approach. Text
deals with the theory and policy of regional development with special
regard to statistical regions as intern euroregions and euroregions
as the expression of the cross-border cooperation. This book points
out the Bosnia and Herzegovina context including implications to
the process of die accession to the European Union. In the enclosure,
some key documents for understanding the topic are given.
Euroregions and Bosnia and Herzegovina is a result of multi-annual
research of authors and especially, research within the framework
of Project Application of the concept of Euroregions in Bosnia and
Herzegovina, which was financially supported by Fund for Science
in the Ministry of Education and Science of the Sarajevo Canton.
The most important novelties that are included in the book are the
understanding of regional development in the context of sustainable,
human and overall development and European Doctrine of regional
economic development. The book adopts the approach oriented
towards theory, policy and problem. This book, which is not based
only on existing literature, but to exhausting field of research, treats
actual regional issues within the context of future European integration
of Bosnia and Herzegovina, and in die context of the West Balkans.
Further more, the book tries to integrate facts in understandable
theory framework, giving us a possibility of understanding a debate
which is going on.
We want to point out the originality and merits of this trial considering
the fact that the international community, including the European
Union, deals with regional issues on two dichromatic manners: one,
going back to the process of solving conflicts from the nineties,
considers territories only as political ethnic entities without any
considerations related to real regional issues of economic development;

and the second, which is ongoing within the process of the accession,
considering regionalization as a technical fact connected to the
cohesion policy of
EU (as
showed by the latest case of Slovenia),
neglecting the fact that present social and cultural component come
out from centuries of the past.
This book, going deeply into the reality of Bosnia and Herzegovina,
reminds that intern, as the extern issues of the integration processes
of this country, not only into Europe but also into the world flows
of exchange, must be managed by wise concept of the intern and
extern model of regionalization.
Thus, with right intention, this work places euroregions as the basement
for future regional system within the context of future European
Bosnia and Herzegovina. Then, the construction of this work becomes
completely clear. The work reveals two approaches to Euroregions.
The first, intern or statistic regions are understood as euroregions, and
the second, cross-border regions understood as euroregions. Starting
from historic discussion on development, there is integration in
treating intern disparity inside state borders, then, to concrete
presentation of regional policy of European Union which is elaborated
within the framework of relevant European rulebooks, including
euroregions and corresponding programs. Then, we come to Bosnia
and Herzegovina, its
pre
war discussions on regionalization, actual
debates and dilemmas within the context of the post Dayton period
combined with necessary euro-integrations. Issues of cross-border
cooperation and that of euroregions come at the end as a synthesis
of all quoted issues. Euroregions understood in one or another context
is treated as a possibility and potential for solving the Bosnia and
Herzegovina developing problems.
The book is well documented from different sources and illustrations
in the form of graphics or charts and is very informative. Information
taken directly from certain fields is of great importance for anybody
who wants to know what the regional issues are in the country beyond
diplomatic presentations. From the point of view of stabilization
and association, there is a point attracting more attention than pure

integration approach to simple trade debating, as it is common for
international financial community.
This book recognkes a need that the problems of regional development
should be incorporated into national plan of development, strategy and
development policy. A need for quality different relation towards funds,
programs and projects of European Union for regional development
is recognized, and especially this one related to cross-border cooperation.
The book analysis regionalization of Bosnia and Herzegovina in the
prewar, war and the postwar period. Regionalization is treated for a
century long time period. The basic review of administrative regio¬
nalization from the Ottoman Empire up to post Dayton Bosnia and
Herzegovina is given. It deals with regionalization, funds, programs,
projects, strategy of regional development. And of course, all this
in the context of intern and cross-border euroregions.
The book is divided into four chapters. The first is concentrated to
theory of regional development. The stress is on European doctrine
of regional economic development (classic theory of growth, theory
of endogenous growth, non-development as a mistake in coordination,
multiple
equüibrium, big
support, solving the problem of mistake in
coordination, Cremer theory of economic development).The second
chapter is focused on the main developing issues and policies. Analysis
includes policy, institutions, funds, programs, projects, and statistic
and cross-border euroregions. Bosnia and Herzegovina, proposals for
regionalization in the prewar, war and the postwar period are the subject
of the third chapter. The proposals of the Bosnia and Herzegovina
academic community have specific place including
non
governmental
organizations, political parties, international organizations and institutions.
In the conclusion, the possibilities, potentials, limitations and risks
of placing the idea of euroregions understood as intern statistic and
cross-border regions in Bosnia and Herzegovina are given.
The concept of the text is to try to give the answer to some fundamental
issues such as: what is the model of regionalization the most favorable?
What model of regionalization provides the access to funds, programs

economic and social goals through cooperation? Where, when, how
to form cross-border
euroregion?
What type, what region, what
demographic profile, what intern and extern networks, what and
which institutions, what functions, what dynamism of forming and
funding of institutions, what state and international surrounding for
its activity? What is core of the activities needed for establishing
cross-border euroregions which in realistic and persuasive manner
follow European goals of integration and regionalization of the
territory of the Balkans and the European Union? What and which
cross-border euroregions in the Bosnia and Herzegovina case are
the expression of the consciousness of cross-border cooperation that
may produce benefits for the population in this region.
From the point of view of the access to the funds, programs and
projects of European Union and parallel assurance of minimization
or elimination of resistance towards the integration of Bosnia and
Herzegovina, as the most favorable model of regionalization is shown
to be the model of statistic or NUTS regions and cross-border regions.
Euregion, in both contexts, opens the space for solving the problems
of development, realization of economic and social goals. Both types
of Euroregions may provide intern economic integration of Bosnia
and Herzegovina along with parallel integration of the Balkan region
into European Union.
On intern plan, in preparing proposals for negotiations on statistic
NUTS regions, on the basis of researches of proposals by Bosnia and
Herzegovina authors, non-governmental organizations, international
organizations, institutions and experts, parliamentary political parties,
evolution of administration reo-rganization, it could be hypothetically
start from: Bosnia and Herzegovina as NUTS statistic region of the
first level, four regions of the second level
(Banjalučko-Bihaćka,
Tuzlansko-Dobojska, Sarajevsko-Zenička
and Motarsko-Trebmjska)
and eight regions of the third level
(Banja Luka, Bihać, Tuzla, Dobo],
Sarajevo, Zenica, Mostar, Trebinje).
The proposal is based on the
indicators and criterions of the regional competitiveness and
enterions
and principles of European statistics (criterion of economic
sţrengtn,
achieved level of economic development, globalization, territorial basis,

modernization, competitiveness, capacity of the funds acceptance,
absorption ate, administration capacity of the funds absorption, and
also demographic
enterions,
desirable size of territory, homogeneousness,
geographic diversity, historical tradition, geo-political position, regional
identity, structure of economic development, and criterion of balance,
equality of dispersion and harmonized development, social sensitivity
and acceptance for local population, but also in European Union,
or, its programs and projects).
On the plan of cross-border regions the solution is in euroregions
based and profiled as the expression and the acknowledgement that
the cross border cooperation comes out from the conscious accepting
that on the basis of cooperation economic and all other benefits for
development and living standard of population may be achieved.
Both interpretations and explanations give persuasive answer to basic,
preliminary issues from the complex relation Bosnia and Herzegovina
-
European regions.
European concept is treated as a point of regional development, as
an essential component of the cohesion policy but also as a component
of unique market policy, as the component of integration of market and
its opening for the flows of capital and works for the full competitiveness.
The book asks questions and signifies some possible answers to the
question: How to enjoy in neighborhood when the institutional barriers
are removed? It is actual for entire Balkan and especially for Bosnia
and Herzegovina.
It is also a reason why this work may be placed in the field of debates
not only in Bosnia and Herzegovina and the Balkans but in more
mto the field of the general debate on enlargement, integration and
regionalization.
