Movement for Defence of Human and Civic Rights
Praw Człowieka i Obywatela, ROPCiO),
pendence milieu on March 25th,
become a wide stream civic movement. This goal was to be achieved via
its loose structure. There was no charter structure, membership or authori¬
ties; it was a public civil activity open to everyone who aimed at preserving,
defending, respecting, strengthening, widening and popularizing human
and civic rights in Poland. The only element which gave it a kind of organ¬
isation form was chairmen, for whom
Czuma were chosen. Although they had no organisation powers and their
opinions were not binding for ROPCiO participants, they had been playing
the role of unquestioned leaders up to July
The open formula of the Movement simplified activities for respecting
civic rights without entering political organisations, on the other hand,
though, lack of inner structures made it difficult to lead and co-ordinate
undertaken initiatives. It also allowed for agents of Security Service to slip
into ROPCiO. Despite this danger the Movement had been developing
dynamically for the first several months, regarding both to quantity and
organisation. Before June
a kind of local offices of ROPCiO, were formed in different cities. Much
attention was paid to self-education, the bases for which were clubs of free
discussion set up in a few cities. Also the independent press was regularly

meeting was creation of the Committee of Signatories to be the leadership
of this ROPCiO fraction. Moczulski s supporters preserved the loose for¬
mula of the Movement, with spokesmen in the Committee of Spokesmen
as local representatives.
These events began a new period in the history of ROPCiO. Since then
there had been two separate Movements for Defence of Human and Civic
Rights, which did not recognize each other. The fraction gathered around
the Committee of Spokesmen was formed by three main environments:
Leszek
Democrats. They differed not only in ideological respect, but also about
plans for further resistance activities. Only „free democrats wanted to
preserve ROPCiO as a forum connecting different resistance movements.
Moczulski had already been treating the Movement as a source to acquire
members for the political party, which soon Confederation of Independent
Poland became (on September 1st,
disappointed with arguments between people whom they treated as
irrefutable authorities, kept distance against this initiative. Disheartened with
the atmosphere of ROPCiO, the group from
