Third sector in Poland and Germany
Using statistical data from multinational research this paper aims at the comparison
between Polish and German third sector. It is meant to show basic differences among
non-governmental organizations in both countries. Such comparison might be useful
especially because the German third sector is often perceived as a model reference for
Polish organizations
-
this is the main reason for which closer analysis of those dif¬
ferences might be valuable both for scholars who are interested in problems of social
activity and for activists of the third sector and non-governmental organizations .
The paper consists of two parts. The first deals with differences in social and civil
traditions in Poland and Germany. The starting point of this analysis is a typology
of civil tradition which may have an important impact on development, shape and
condition of the third sector. Topology consists of five criteria: type of social bond,
religion, political system, role of the state in social life and level of social trust. This
typology helps to describe civil tradition, and shows how tradition has shaped the
third sector in both of the analyzed societies.
The second part is an empirical analysis or the current state of the third sector in
Poland and Germany. The selection of research material was based on the assumption
that only international researches provide credible data for international comparisons.
The analysis focuses on

dimensions:

the economic-organizational analysis gives information about workforce of
volunteers and workers of the third sector depending on the profile of the organi¬
zation, the proportion of volunteers and paid staff, sources and amount of income;
-
participation analysis gives information about organizations in which Poles and
Germans participate most often and about social characteristics of people who work
for non-governmental organizations (age, sex, religion, place of residence);
-
institutional environment analysis gives information about the most important
factors that shape the role and position of the third sector in the society like: level
of self-organization, internal relationship, resources, legal environment, relations
with business and the state.
The most important differences between the Polish and German third sector seem
to be:

discrepancies between the corresponding of the organizations activities
From the economic-organizational perspective in Germany the most significant
organizations are those which deal with social services and health, in Poland the most
significant are those which deal with culture and hobbies. At the same time if we
take consider the social dimension, the most popular in Germany are organizations
engaging in sport, recreation, consumers affairs, religion, culture and hobbies.

Analysis of human resources clearly shows that German third sector has many
more volunteers and workers. While about
77%
of Germans declared that they had
been in some way supporting non-governmental organizations, in Poland their per¬

Similar disproportions may be noticed when we
analyze financial resources.

German non-governmental organizations are mostly financed by the state, than by
member fees and, lastly, by donations. In Poland there is a different order of sources
of funds: first are member fees, second state subsidies and third donations. Polish
third sector seem to be more self-financed than German.

The German third sector seems to be stronger not only because of better social and
financial resources but also because of its ability to establish and maintain institutional
and non-institutional cooperation between organizations
(i.e.
umbrella organizations).
It is also very important that German organizations seem to have strong bonds with
state institutions and business.

Third sector in Poland and Germany
Using statistical data from multinational research this paper aims at the comparison
between Polish and German third sector. It is meant to show basic differences among
non-governmental organizations in both countries. Such comparison might be useful
especially because the German third sector is often perceived as a model reference for
Polish organizations
