Until recently there was pervasive pessimism over whether the countries of the former Soviet
Union or the Arab/Muslim states in the Mediterranean and Middle East might in the fore¬
seeable future engage in genuine democratic reform. In the space of one year, however, this
landscape has begun to change, as some of the European CIS states resolved to clean up their
phony democracies, and the Arab/Muslim world witnessed either advances in the formal insti¬
tutions of democracy or signs of popular uprisings against authoritarian regimes. This has led
to the idea that the European neighbourhood may now be experiencing a far wider movement
of democratic revolution, with contagion on the scale of earlier historic episodes known by the
dates
Yet what has been the role of the European Union in the current episode? It has been
present, but often as a reluctant debutante , given the immature development of the
foreign policy actor. While democracy always receives top billing in the speeches, in practice it
has to find a more modest place in a complex set of often competing and sometimes contradic¬
tory interests.
The papers brought together in this collective volume were contributed by experts drawn
from all parts of the wider Europe. They approach
hood from its two sides, first exploring developments in the states themselves and then exam¬
