Abstract

and the higher commanding staff of the RKKA, December
The present study contains the unique materials from the meeting of the Supreme
War Council and the higher commanding staff of the RKKA held in Moscow in De¬
cember
cognizance of the documents unknown so far that could serve as the basis for evaluation
of: state of preparation of the Red Army for the war; its military thought, mainly in the
sphere of the forms and methods of conducting warfare; the opinions and views of the
commanders and officers of staffs. For the first time they were published in Russia in
1993.
ch Zolotarev, published in twelve volumes a great many source materials under the title
of the Russkii arkhiv: Velikaia Otechestvennaia (Russian Archive: The Great Patriotic
War). The presented materials were published as the first volume: Nakanune voiny (On
the Eve of War) and are published in Poland for the first time ever.
The main aim of the meeting was to: recapitulate of the military training for
prepare the proposals for its improvement in
sation and conduction of offensive and defensive, use of mechanised forces and air force,
as well as to work out the principles of organisation of warfare in the sphere of the
theory of the art of war and to operationally prepare the commanding cadre. The meet¬
ing was called due to, among other things, low assessment of the level of combat prep¬
aration of the army and its commanders, revealed by the experiences from the
aggressions against Poland and Finland. But the main cause of the low preparation level
was previous reprisals and purges within the cadre.
The meeting gathered over
Commissar of Defence, Chief of the General Staff, all commanders of arms, military
districts and armed forces, a majority of corps and some of divisions commanders,
members of war councils, general inspectors, commanders of war academies and nu¬
merous staffs officers.
The meeting was held at the time when the Germans seized a major part of Europe,
the war with Japan was ended after the Battle of Khalkhin
with Finland. The real threat of German aggression forced the command of the RKKA
to thoroughly asses the preparation of the army for war. The aggression against Poland
and war with Finland revealed the deficiencies in military training and equipment of

the army as well as in preparations of the armed forces for the defence of the USSR,

necessity to reorganise the armed forces in all aspects, to boost morale, arouse political
consciousness and discipline among the soldiers.
In March of

and discussion at the December council of the commanding cadre of the RKKA. Before
the council there was an command issued to prepare the reports-lectures concerning
the current problems of the theory and practice of the art of war.

for defence and the discussion about the presented assessments. The officers participat¬
ing in the discussion deeply criticised the activities undertaken so far and did a self-
critique, indicating an important role of the order no.

The discussion disclosed an actual state of the army preparations and its training, which
was very low indeed.
In the latter part of the council there are presented the lectures-reports on the
principles of warfare. The first part of the publication includes the lecture delivered by
General Georgy Zhukov about the character of modern offensive. It was an innovative
perspective on offensive, its course and making use of modern arms for its purposes,
which provoked a discussion exposing various opinions on this matter, from positive
to radically negative ones. Similar was the discussion of the report made by the com¬
mander of the air force General Pavel Richagov, suggesting that the air forces were nor
ready for modern operations on the battlefield, despite having a well-developed theory
of their use. A list of the participants in the council closes the present study.
The second part
lectures and discussions, as well as the final speech of the People s Commissar of De¬
fence and assignments he gave to the armed forces and the cadres. Of special impor¬
tance are the materials from the strategic war games (in the aftermath of the council),
carried out in January and February
defence of the USSR. The materials presented in the first and second part of the present
publication will hopefully help the reader to find the answer to the question whether
the Soviet Union and Stalin were preparing for the aggression against Germany, or for
strategic defence of their country.
