RESUME
The topic of the study is the political thought of
in Montenegro.
The determination for this theme has
One of them relates to the situation that the former cognition of the
Montenegrin historical past did not offer the valid answer to the following
questions: why does Montenegro in the beginning of
distinguished for the other European countries, whose reality is characterized
by the constant civilizing progress, come up against almost the same
problems and tasks as it had had three centuries before; why must
Montenegro meet the necessity of making proofs for the aims and sense of
its own existing in the period when other European countries, on the base of
their finished national and state emancipation, raise results and reaches of
the post—industrial epoch; why is Montenegro the only European country
that in the last three centuries did not find the formula of the quality-
satisfying economic and social aspect of its existence from its own
resources, though it is really possible; and why are Montenegrins the only
people in Europe, that even to the end of the second millennium, did not
succeed to consolidate their state, seriously to develop its culture, to form the
unique national conscience, to cherish the language? The second fact could
be found in the situation that, for the understanding of the history of
Montenegrin society and state, equally as emptiness in the cognition of some
of the crucial moments and elements of their status and development in some
particular periods, only consideration of the facts is not sufficient. The third
fact is that historical process in Montenegro was not expressed as the sum of
some mare chances, i.e. events from the other side of human consciences and
planning mediation, with the omission of the elements and moments of
politics and political. Those facts, individually and all of them together, lead
to the same conclusion: more complete inspection in development of
political thought in Montenegro appears as the very important assumption,

both for the explanation of its historical past, and for understanding of its

The essential importance of cognition of Montenegrin political
thought, for getting already mentioned answers, is double one. From one
side, political thought belongs to the range of spiritual creations and
achievements of the humankind, and without its mediation, at least from the
appearance of civilization up to now, no one important component of its
existence can be understood and explained. Estimation of this fact, does not
mean completely to abandon the pniloso-theme under which „the history of
the being of Montenegro can be understood only if it is considered and
accepted that
obvious, anyhow enigmatic, reality , but to try explaining reachable, real
fact of the historical being of Montenegrin people and state. From the other
side, Montenegrin society, as every modern society, is immanently political
one. Montenegrin history is not just history of warring. There is not a period
in Montenegrin history during which its subjects have been looking for the
forms and contents of better and safer life. Forms and aims of such a
mediation in some particular historical periods were different: Some of them
were inspired by original contemplative heritage of Hellas and Rome;
another time, they presented the reflection of the Slavic-Byzantine tradition,
i.e. the ideas of municipal arrangement of coast cities, i. e. Carolina standard
of social system of prince, with the inherited right of the ruling house; the
third time it was about the authentic political forms and contents, become
during a century lasting fight, for keeping its social and state individuality
and integrity. The essence was, however, the same like in the other
countries. Even in the period of „anarchy , as many people called the
situation in Montenegro in
circumstances were not without the components of politics. On the contrary,
in it, both then and equally as earlier or later, and in the same way as
somewhere else, war was the continuation of politics in other manners .
Therefore, the scene of the Montenegrin historical past, which is formed
only on the base of description of the war epopees, is not real. Not the „war
component itself can be explained before the nature and the essence of
political ideas and projections would be explained, as well as controversies
and considerations, from which and because of which, the necessity for
military strategies and fights
political thought for process of understanding and explanation of some
particular segments of the social reality, there has not been deeper and
versatile studying in Montenegro.
The determination
of the observation of subject matter, was motivated by three reasons. Firstly,
it is the time when Montenegro
surrounding of Turkey and Venice, that „entirely isolated it out of the whole
world, and after almost the whole century of asking for the help, into

Russian wing and the idea of unquestioningly Slavonic and Orthodox
integration
which consciously and organized intended to renovate its central power, to
obtain international-legal legitimacy and started by civilizing way, by which
other European countries went, i. e. as legal and legitimate factor of
European moving and international relations in general, not only in military
but also in political and other sense. Then, it is the time when the political
thought in general, after the big social impacts, brought by civil revolutions
in Europe and America, got quite different direction and character than it had
had before. It is the time when, in the contest of social changes, what
Montenegro passed alone through, but under the influence of spiritual
development of Europe after civil revolutions, its modern political thought
was formed. At last, it was the period, for what
matter exists. On their base the aim of the study can be realized, since the
first studies (monographs), concerning this topic, appeared only around the
end of
institutions, whose task was scientifically to establish and organize the
activities in this field.
The purpose of analyzing of this theme is not in demonstration the
facts that in Montenegro, during two past centuries, there just was a political
thought, because this fact is as certain as the fact that the citizens of
Montenegro, as all other people are political beings, and like these, they are
also the beings who politically think, i.e.
definition is not a secret- that politics and political, including both a thought
on which they are based, both at Montenegrins, as well as at other people,
necessarily exists in something
relationship. The aim of the study is to set:
XX century have its own, authentic political thought and, if it did, what
characterizes it;
forming and development of that thought;
thought correspond with the development of modern European political
thought;
that thought to the factual social trends in Montenegro. Whatever the
answers to these questions are, they contribute not only to more complete
and correct gloss of the past of Montenegro, but also in the explanation of
some of the important modern tendencies and orientations in its
development.
In the realizing of such an aim of the study, it is not started of
stereotype hypothetic that in Montenegro- small, economical and cultural
undeveloped country, without the strong central power and disposed to the
temptations of the continuous bowing to the outer protectors- there could not
exist authentic political thought, especially not in some more developed and
more modern sense, or that it was only a simple reflection of some other,
absolutely dominant thought and orientation. The hypothesis of this study is:

which, in its essential elements, corresponds with its social reality and trends
in surrounding, follows modern European thoughtful course and is ready for
intentions and challenges of the democratic and liberate world. As the part
and specific phenomenon of European political thought, to whose
development it itself gives some certain contribution, political thought in
Montenegro has its history and rhetoric, logothetic and logistic, semantics
and sophistic, symbolic and semaphoric, recognizable in some certain way,
in all the periods of the development of Montenegro during two last
centuries. These periods (the first
1878;
the fourth
century), characterized by different state forms through which Montenegro,
in that time, was passing, in other words, by different positions it had in units
with other countries, are the base of contesting structure of the study.
Political thought in Montenegro in last two centuries is very dissected,
various in forms of appearance and very wide in volume, so that its
identification and review in this study do not go further than of some kind of
general review. For the same reasons in the study, as the indicators of the
status and development of that thought in Montenegro, during the observed
period, all the contests and manifestations of politics and political are not
used, but only the next five: a) the relation to the state question; b) relation to
democracy; c) relation to the national question; d) relation to the human
rights and liberations; e) relation to the question of the international relations
and cooperation. In each of these „indicators social and intellectual
component is observed: the first one with the aim to get an explanation from
what social life it originates and what of its necessities are expressed and
satisfied; the second one, with the aim to define relation (interaction) of its
contents with the concrete Montenegrin social reality, i. e. with political
thoughts and ideas, originated in other areas, on what it descries, or it maybe,
under some of their influence forms.
The thought which is the subject-matter of this study does not appear
and does not exist, except sporadically in analytic texts of scientists and
theoreticians, apart from the praxis, being its assumption and phenomenon.
The most often it is implicit, indirect and „hidden in logics and philosophy
of the legal act, political documents and literary works and expressed
figuratively (in forms of allegories, metaphors, allusions), with many
elements of epic and not without artistic expression. It is expressed, explicit
or implicit, in authorial works of the famous rulers and speculators, in
collective decision (documents) of the authorities and political bodies or
gatherings, in folk poetic works and tradition. Sometimes it relates to
Montenegrin specifics, and sometimes it has wider referent framework, or it
is even common, i.e. it relates to the social and state area, to which
Montenegro, formally or informally, belongs. Sometimes it shows up as the
=i
emanation of plural democratic milieu, and sometimes as the postulate of
insisting on the only one, the unique and the only. Therefore, in process of
its identification and explanation, it is used analytically- critical method,
characteristic one for political and social sciences, elastically combined with
so-called contextual variant of the method of thematically structure, i. e.
method of historical science.
Almost all sources and subject-matter, being important for offering
the explanation of social processes and relations in Montenegro during
and XX century, including those which are still under embargo to the criteria
of „historical distance , are published. For that reason, in the focus of the
study there are mostly contests from already known sources, of course
concerned and used, related to the subject and the aim. Just in such a way,
