Radical social reforms of the 1990 s in Russia led to catastrophic effects.
Production and standard of living decreased nearly twofold. Birth rate and
expectancy reduced, while there was a dramatic increase in death rate, leading
to depopulation. Science, culture, moral and ethical spheres seriously suffered.
According to a number of indices that measure economic and social well-being
Russia approached the level of developing countries. The country went through
a civil war on a local scale in October
faced with the necessity to struggle for survival have not been able to fully use
their constitutional rights and liberties. There is still a split over basic values and
attitudes in society. The reasons why post-Soviet Russia has been following one
of the worst routes of development are studied in the monograph by A. V.
Russian reforms in the context of globaLexperience .
The monograph involves comparative analysis. The Russian reforms are
compared with the reforms carried out in China, as well as India and some
other countries of the East. The paper also considers the reforms in some developed
countries, for instance the USA at the time of the Great Depression. It is the
comparative approach to the analysis of social reforms, in particular comparison
of the results achieved over the first
that led the author to the indisputable conclusion that Russia realized the worst
of the possible reform models.
The post-Soviet authorities had only some general orientation toward the
development of representative democracy and market economy, while there was
no concrete strategy to transfer the country from one track of social development
to another. This consequently involved a long period of transition. The very
term transition period was not present in the vocabulary of those who claimed
to be reformer-democrats, advocates of Russia s development on the way to the
European civilization, which resulted in their favouring radical and brisk changes.
Implementation of the reforms involved trying to imitate the reform models
of the developed countries (USA in particular) with the long tradition of
democratic institutions and highly developed market economy. The fact that
progressive social change is the process of consecutive transition from the lowest
to the highest stages was not understood. That is why there was the aspiration to
transplant Western patterns onto Russian reality. Moreover the experience of
successful reforms in the countries of the East was completely ignored, while
these reforms had turned the poorly developed agrarian states into advanced
industrial, even post industrial, countries in some respects.
Borrowed from the West and carried out with the help of Western advisors,
the model of economic reforms based on the method of shock therapy and mass
privatization was utterly unsuitable for Russia. The reformers seemed to be
totally lacking not only in professional expertise but also the knowledge and
understanding of the Russian economy, and even the country itself. And what is
more, many of them had a criminal record. As for the outside forces they,
supposedly, had a vested interest in the realization of the model leading to the
decay of Russia.

Inferiority of the Russian model of reforms is particularly evident when
compared with the Chinese one. In Russia the emphasis was placed on the re¬
distribution of existing property, and it resulted in the collapse of the economy,
a drastic increase in the crime rate and corruption, and inhibited the development
prospects for years to come. On the other hand, China focused on the creation
of new property, which fostered the development of the country. The major
objective of Chinese reformers was the total development of production based
on market principles and boosting exports of finished goods. The Russian reformers
strived to create capitalism on the American model, starting with an initial
accumulation of capital. As a consequence it led to such phenomena as wild
capitalism , oligarchy, and the two extremes of unbelievable wealth and utter
poverty. However they failed to create an effective proprietor in the sphere of
production, and this fact is evidenced by the constant reduction of product and
assets profitability.
The Russian reformers, who represent radical and liberal intelligentsia
traditionally reluctant to accept the idea of strong state, reduced the functions of
the government as a regulator and a subject of economic relations. This resulted
in a mass outflow of capital from the country, the decline of several economic
sectors due to unscrupulous competition produced by foreign companies, and
degradation of the Russian industrial sector.
Under the second president of the Russian Federation, Vladimir Putin, who
has chosen a path towards the revival of Russia, the situation has started to
improve significantly. A lot will depend on the effectiveness of a new reform
model and the international state of the market regarding the energy sector
since it serves as a major source of the state budget revenue. Making such
forecasts, however, would mean going beyond the scope of the present research.
