socialism in Czechoslovakia,
Our understandings of power relationships in Central and Eastern European
workplaces under Communist rule have stemmed too much from research
that has rooted them simply in political institutions. Workers and managers,
it has been argued frequently, were bound tightly into a system of political
command over all aspects of economic and working life. The present studies
reveal a different picture of industrial relations. On the one hand, they
illustrate that bureaucratic regulations of the labour process and remuneration
were far from being implemented at the shop-floor level, where widespread
informal arrangements soon gained the upper hand. On the other hand, the
articles give evidence that the analytical concepts of the exercise of power in
Communist
party over society obscure one s view of the „flexible management of the
government administration.
The first article indicates that, under the pressure of the needs of an
industrial society, the Communist party of Czechoslovakia and labour unions
already early on were forced to channel divergent industrial situations
through regulations that adapted to their particular contexts. This is true,
among other things, for conceding greater democracy in elections to factory
councils since the early
political repression, State socialism was not successful in forming in the long
run an industrial labour force through the disciplinary project of „terror and
rigid demands for integration in the institutional system.
The second article examines the social history of organized socialist labour
competition (shock work, socialist competition, Stafchanovism etc) during
the first decade of the Czechoslovak Communist
were attempts to increase industrial productivity and to transform pre¬
existing working-class culture. Not only did they founder on the chaotic
operation of the bureaucratic planned economy and the endemic shortages
it brought in train, they also foundered on the social realities of labour
relations in Czechoslovak enterprises. These were marked by the continuity
of tensions inherited from the immediate postwar years that persisted into
the Communist era (claims put in by the shop stewards for sharing power in
s), and the strength of egalitarian values among Czechoslovakia s
working class. These egalitarian values gave rise to a extremely
wages poiicy that challenged intentions of splitting up the working class by
differentiating remuneration and thus laying the foundations of a new class
of „industrial producers .
The third article deals with industrial conflicts in Czechoslovakia between
1945
(when the government tried to get a firm hold over the development of
wages and work norms which took, due to the strong position of the factory
councils, a rather independent course) and
the first five-year plan and the currency reform caused country-wide rioting).
The criminalization of workplace struggles led to the intensified involvement
of state security agencies and the Communist factory cells in curtailing protest
within enterprises. Following the
managed to win for themselves almost exclusive informal responsibility for
settling strikes. Creating by this effective secondary structures of power
in the plants the development of the factory councils gives proof of what
has been said above, that is that state socialist
sufficiently flexible to keep „deviant social contexts relatively free of political
sanctions and to channel discontent by making concessions to demands for
participation.
