The National
Pedagogical Library
I.C. Petrescu
A short presentation
The National Library of Education LC. Petrescu has served
Romanian pedagogy and education for over a hundred years.
It was founded on December 18th,
1880,
being directly
subordinated to the Ministry of National Education, as a national
institution. It can be compared to similar national institutions from France,
Sweden, Denmark, Hungry, a.o. Its resourceful and varied collections
include over
450,000
volumes of Romanian and foreign books and serials,
also on electronic support. The library has two dimensions: an encyclopedic
one, including publications from all fields of human knowledge, and, at the
same time, a specific dimension most important for secondary and
university teaching staff and researchers in the field of education and
psychopedagogy, therefore having a status of specialized library.
In the Library collections, specific users
-
teaching staff, researchers,
pupils, undergraduates
-
can find materials necessary for professional training,
individual study, further training, as well as entertainment. Users have access to
library collections through the Lending Department (for Bucharest and other
districts), and reading halls. One of the reading halls is provided with a specia¬
lized fund, with free access, including reference outstanding materials, as well
as from the complex fields of psychopedagogy and education sociology, only in
foreign languages. This specialized fund is chiefly devoted to teaching staff,
researchers and sometimes to students who are preparing themselves for the
B.S. in psychology, at their request.
The development of collections is achieved by acquisitions,
donations and international exchange. Library collections also include
special documents belonging to personalities in the field of Romanian
education, such as: Alexandra
Odobescu, Titu
Maiorescu, Constantin Narly,
Iosif Gabrea, Ion
Zalomit,
Onisifor Ghibu, LC. Petrescu (who, under the
Communist rule, was exiled in this library which now bears his name). As

well, an important fund includes
5,000
old textbooks belonging to the
inter-war period.
The Library keeps international exchange relationships of
publications with over
300
partners all over the world. Among our
publications devoted to international exchange we mention Education in
Romania^ published yearly in French, English and German.
Our institution is a coordination national center for instruction and
further training of the whole network of Romanian pre-university libraries on
two levels: school libraries and pedagogical libraries belonging to the teaching
staff houses from
42
districts all over the country. The Library has branches in
Kishinev (Moldavian Republic), Cemautzi (Ukraine), Chicago (USA),
Vidin
(Bulgaria).
The Department for Methodology-Further Training and Scientific
References deals with the instruction of teachers and librarians, especially
librarians from the pedagogical libraries of teaching staff houses that, in
their turn, coordinate the training of school librarians from those districts.
The instruction and further training of school librarians and librarians from
the teaching staff houses are performed through many forms:
-
instruction and further training courses in librarianship and school
psychopedagogy, methodology of reading and psychopedagogy (in
modules), that are periodically and at request organized, at national,
district, zone and local level;
-
exchanges of experience and documentary visits at district, local
level or abroad;
-
national, district or local symposiums and conferences;
-
school librarians pedagogical circles.
The above-mentioned Department produce, edit and deliver
publications for teaching staffs and pre-university librarians (auxiliary
teaching staffs) further training. These materials are published in two
collections: Education modernization and Topical information. The
following publications from the collection Education modernization are very
requested: Topics of contemporary pedagogy, Teaching of Romanian
language and literature, Teaching of foreign languages, Primary teaching,
Preschool education, that are published in many volumes. For researchers
dealing with history of Romanian pedagogy and education, the Library edits
The retrospective Romanian pedagogical bibliography
(1785-1948).
Among
the methodical publications for school librarians, there are: Studies on

librarianship
and documentary information, School Library, Pedagogical
Library, Liber (a serial also including methodical studies).
A special publication is Bibliotheca
Indica
elaborated, with the
Library, by the members of the Romanian-Indian Cultural Association and
the International Academy Mihai Eminescu , presided by the general
director Dr. George
Anca.
The scientific programs of the Library include meetings for
pedagogical communication, memorial conferences, festivals of poetry and
prayer attended by great personalities from the country and abroad, such
as:

1997,
the Library passed to a new stage of modernization by
introducing information technologies for some services (cataloguing,
acquisitions, information retrieval, data bank creation, computer editing and
word processing.
The great numbers of users (about
76,014
in
1998)
who benefit of
all the Library services confirm its role and importance for Romanian
pedagogy and education.
The National Library of Education I.C. Petrescu was represented
at the 65th IFLA Conference on August
20-28, 1999,
in Bangkok,
Thailand, for the first time by three representatives: Director-general Dr.
George
Anca, a
member of the National Council of Education Libraries,
Maria Toader
-
chief of the Department Public Relations , and Nina Hie
-
a trainer librarian from the Department for Methodology-Further Training
and Scientific References.
We hope that the experience and acquaintances made on this
occasion will contribute to the improvement of the reform of Romanian
school and pedagogical libraries through wider opening and deeper
spirituality.
