SUMMARY
As a result of the land reform based on the decree of the Polish Committee
of National Liberation
Ministry of Agriculture and Land Reforms of 1st March
a private ownership of peasant s land was preserved. Changes of the agri¬
cultural policy, especially introduction of collectivisation, were not planned.
In June
and Workers Parties (Cominform) in Bucharest a resolution was taken to
introduce collectivisation in the countries of so called people s democracies.
In the autumn of the same year, and more widely in the following year
a mass action of land collectivisation in Poland began, based on the soviet
economy model. Production co-operatives were to allow for equipping
some of the farms with production means. The main reason of introducing
co-operation in the Polish countryside was depriving peasants of their
economic independence. That is why the process was bound with the severe
class warfare led by the party, in which the public security apparatus,
justice administration and other public institutions, such as field stractures of
government admmistration, were taking active part. The opponents of the
collectivisation were being repressed, and rich peasants were being dismissed
from national councils, co-operation organisations and public administration.
The authorities expected that the peasants would roll in the co-operation
economy, but they distrustfully treated the new ways of farming. In
due to the poor results of collectivisation (in
were opened), the collectivisation was speeded up. At the same time the
administrative and juridical system of the country was changed. In the
middle of
becoming an executor of current political needs. Old, well-educated staff

was replaced with judges and prosecutors of the „new type , hastily edu¬
cated in the new law schools. The public prosecutor s office was isolated
from the justice administration and
authorities and security apparatus.
The important role of the security apparatus and justice administration in
the compulsory collectivisation of the country is underlined in numerous
memoir publications, as well as archive documents, such as numerous com¬
plains and claims of the farmers, minutes of the meetings and briefings of the
security organs, indexes of courts and documents of central

of repressions against the peasants known as Gryfino or
An important instrument of the fight with the opponents of the collec¬
tivisation was a quasi-court institution known as The Special Commission
for Fighting Abuse and Economic Wrong-doers, which existed from

of union activists and was to find and persecute crimes against economic
or social interests of Poland.
To keep up the speed of collectivisation the authorities were using
the ecoomical and administrative pressure and impudent propaganda. As the
existing co-operatives could not equal with individual farmers in respect
of production and incomes, the number of the villages ready for co-operation
was falling, thus the compulsion means (also law compulsion) were used.
Many institutions took part in repressing the peasants: the Ministry
of Public Security and its field agendas, police, public and army prosecutors,
the Special Commission, and other. The collectivisation opponents were
being accused of espionage, sabotage, so called whispered propaganda
or attempts to overthrow the system that is for crimes for which the most
severe punishment could be given.
