The determination of the point of origin for measuring the breadth of the territorial sea has
always been a key issue in the history of the law of the sea, in particular as it regards the case
of coastal indentations. In this respect, deviations from the normal baseline in the case of
indentations, which are closely connected with the surrounding land,
give reason for major academic controversy. Although the regime of bays was incorporated
in the
unreasonable claims, both treaties lack clear guidelines as far as multi-national bays, histori¬
cal bays and systems of straight baselines are concerned. It is these aspects of the regime of
bays in international law which form the focal point of the treatise at hand. Therefore, the
author does not only analyse the codified regime of bays, but also examines the legal permis¬
sibility of enclosing a multi-national bay by drawing a closing line. Additionally, he evalu¬
ates, in detail, the legal concept of historic titles to single-state, as well as multi-national
bays. Besides a comprehensive evaluation of relevant State practice, the author substantiates
his analysis by dealing with possible claims of coastal States, taking the cases of the Gulf of
Kran

applicable aux baies, mais encore la légalité de l action d enclaver une baie multinationale en
