Summary
The theme of the book is the town of
by a townplarmer who guided a team of specialists who tried to examine the past, the present days
and further development possibilities of a town which was always important in Polish history. For
many centuries
of Polish kings. In this town world-famous people were born, acting, studying and fighting for new
ideas and values.
Today as in the past

from the overcrowded countryside and development of scientifical institutions of the town, created

lopment determinants, evaluate the immanent and active features of the area in question and then
formulate ideas and planning strategies.
The presented book gives an extensive look at the current problems of the town and at the methods
and ideas which were applied in the planning process.
The first chapter gives a short introduction into the problem, explains the general motives of
the book and presents the authors standpoint.
In chapter two an abbreviated history of
the mediaeval outlays the succeeding periods of planning are presented until modern time, when the
first comprehensive master plan for the town of
century. Then plans are explained which started the after-war period of urbanization beginning

The third chapter is devoted to the methods and technics which were used in the planning process.
First theoretical aspects are discussed and general outlines presented.
The author stated that the need for a specific approach was caused by several reasons, but two
were considered as the most important: the historically formed pattern of the central area as well as the
natural environment of very high value on one side and the very dynamic growth rate of population
and industrial development, on the other. Therefore it was obvious to apply a comprehensive appro¬
ach to solve all social, environmental, spatial, economic and technical problems and to define limitations
and conceive the proper course of action. Special emphasis was given to data collection and forecasting
as development determinants of the fast growing town have to be defined.
Extensive methods were applied determining objectives and
thresholds and technical possibilities of the area of
nected with theoretical models which had to be adjusted to the planning area and development goals.
Special matrices for the evaluation of the long range models were prepared and the preferred
scheme was chosen. Finally alternative plans were elaborated and tested by an optimization calculus.
There is also in that chapter a description of the relation between particular planning levels and
the extensive ways of public participation. In a way this chapter gives an over-all look to the approach
presented in the book, and described in details in the following chapters.

industrialization, the growth in size and the lack of proper infrastructure. It shows the advantages
and discrepancies of a fast growing urban system, which has to overcome in a very short period all
the stages of industrialization and urbanization which in other European countries took place in
the 19 th and beginning of the 20 th century.
The next chapter deals with the development potentials which are related to the natural environ¬
ment. First the catchment area is defined and then on the bases of a threshold analysis
concerned with the natural environment and the technical accessibility of the area
ferable development strategy is suggested, finally the particular objectives and limitations are described.
The aim in chapter six was to define the programme of development. As it was already stated, the
very interrelated functional structure of the town called for the extensive forecasts in the particular
basic activities, as well as in the field of demographical development which is very specific for a fast

had the highest social and functional advantages. The long range model was used as the general outline
for the perspective plan which had to cover a period of about
