Russian foreign
policy
under Putin
Inherited from the former Soviet Union, the Russian foreign policy
under Boris Yeltsin rule had a distinctly global character. Relations with
the USA were of uppermost importance determining the nature of others.
Russia s relations with the European Union and its member states, with
China, India and Japan had merely an instrumental value with regard to
influencing the US behaviour with little significance of its own. Initially
Russia had been striving to form a kind of global condominium with
America but later it set out to create a multi-polar world order.
Real changes took place only with the president V.Putin s coming to
power. Forfeiting global ambitions and settling for making Russia into a
dominant Eurasian power he carried out revolutionary changes in Rus¬
sia s foreign policy. Adopting the strategy of joining the US-led anti-
terrorist coalition after
new direction of Russia s foreign policy. He gave up his global ambitions
while moderating his multi-polar rhetoric. Such
gradually led to more autonomous development of its component regio¬
nal parts. However, the deepening alienation with the West since
coupled with adverse evolution of internal politics led to Putin s loss of
orientation in the fast changing geopolitical landscape of Europe, Russia
kept trying to become part of the West
trying to preserve her position as an independent centre of power in world
politics. This kind of two-pronged policy towards the West caused unne¬
cessary fluctuations in Russian foreign policy creating the impression of
a lack of clear strategy.

Iraq war crisis in
unqualified support, Russia hoped to secure US recognition of Russia s
sphere of influence in the CIS geopolitical space. Attempts to extend
collaboration into the energy field failed, with «war on terror» and the
NPT left as sole areas of cooperation later proving increasingly difficult
because of problems with Iran.
Pro-European line in Russia1 foreign policy gained in importance
under Putin resulting in rapprochement with the USA in

Russia s Far Eastern policy under Putting had so far been the most
dynamic among the many component directions of Russia s foreign poli¬
cy. When he assumed power in
