In this comprehensive new study the author, a former official of
the EC Monetary Committee, provides a thorough description of the
EU s economic and monetary union (EMU). He traces the history of
efforts to manage exchange rates from the European Payments Union,
through the snake arrangements and the European Monetary System
up to the final acceptance that the radical solution of a single currency
was more practicable than the apparently simpler solution of independ¬
ent currencies subject to agreed rules.
In its main part the book examines the process by which EMU
was achieved; the treaty provisions and legislation that underpin it; the
different obligations and exemptions applying to
the euro area; and how the institutional mechanisms work. The detailed
provisions, such as on government budgets and the single currency, are
consistently seen in relation to the explicit and fundamental objectives
of the Community and of developing doctrine on civil, economic and
social rights.
Finally, the author reviews the main challenges facing the eco¬
nomic and monetary union today: the role and the nature of
nomic
much more prominent and independent profile in economic policy-
making at world level and how the Community s economic and social
objectives can be pursued in the contemporary world.
