the Russian Scouting
Movement.
At the beginning of the twentieth century Scouting,
an English invention, found fertile ground in Russia. Against a
backdrop of increasing political activity, fresh scouting ideas
stimulated the imagination and freed the minds of youth by
means of unimposing romantic games. Subsequently, the
majority of Russian children s and youth organizations in one
way or another utilized the pedagogical methods of scouting.
At the same time, Russian public opinion did not necessa¬
rily favorably react to this foreign novelty. Some thought that
this concept would serve as a conduit for undesirable forei¬
gn influences on Russian children. Pre-revolutionary scouting
was for the most part a manifestation of spontaneous activity
by certain groups of young people.
The revolution and civil war resulted in many leaders eith¬
er leaving the movement or perishing as a result of being pa¬
rticipants in it. The scouts now had a chance to apply to real
life what they had practiced through abstract games. Another
idea took form for their movement: heroism, defense of the
Motherland, The White Cause . If Baden-Powell saw scouting
as a game of life , scouting to the Russians became a means
to serve God and the Motherland
Those scouts and scout leaders who did not leave Russia
during the difficult years but remained behind, in part to su¬
pport scouting in person, deserve admiration. They sincerely
believed that this pedagogical system could be put to use by
the new order for a common benefit.
Abroad, the scouts as well as other migr s, endured great
hardships, disfranchisement and dispersion. During this peri¬
od of emigration another invaluable idea emerged
-
the de¬
fense of Russia outside its borders, the preservation of ones-
self for a new Russia, the preparation of the new generation
to subsequently return to the Motherland.
It can be asserted that the universality of the scouting sys¬
tem allowed Russian scouting units to be formed in practical¬
ly all countries of the Diaspora, but participation by young peo¬
ple was relatively limited because the concept of pure scouting
was under constant criticism among the Russian migr comm¬
unity. In such a complex environment, the ideas of nationalism,
Russian ness , and orthodoxy became the means to counter
denationalization when working with the younger generation.
For the very reason of attempting to define their own
Russian identity, a number of groups began to break away
from the National Organization of Russian Scouts
(NORS).
Some of them achieved greater success than
NORS
and even
became preeminent. The organization loyalists attempted to
reconstruct its ideology. Primarily these were the scout lead¬
ers of Southern Europe who strove to find new approaches
to national scouting. This is how the new nomenclature for
the movement
-
razvedchestvo or pathfinding obtained
its momentum.
The unique features of Russian scouting are its substant¬
ial intellectual training which relegates physical developme¬
nt and sports to a secondary role; a combination of rationa¬
lity with faith in the effectiveness of the pedagogical system;
disregard for Indian lore and
primitivism;
exorbitance which
leads to an idealistic perception of scouting goals (hence the
all encompassing emphasis on St. George, the mystical city of
Kitezh, devotion to service); priority of the spiritual.
World War II destroyed the old organization but inste¬
ad allowed the formation a fundamentally new scouting or¬
ganization The Organization of Russian Young Pathfinders

Organizatsiya Rossiiskih Unikh Razvedchikov (ORUR) by
deepening the content of its nationalistic activities.
Young scout leaders wanted to see their Motherland them¬
selves, to fight for its freedom, and thus their aspirations to ac¬
hieve this goal by whatever means appears quite logical. Using
various opportunities and together with the leaders of other
Russian youth organizations they continued the nationalistic
training of the young generation. Hardship experiences dur¬
ing the war years built deep bonds of fraternity among these
scout leaders, a sense of family.
The traditional organization lost an entire generation du¬
ring the war years. The classic variation of
NORS
could not
and did no longer have the right to exist. Its orientation, as
previously, toward the post-revolutionary migr community,
which dissolved into the local European milieu, and toward
the old traditionalist cadres of scoutmasters inevitably led to
its stagnation and slow death.
Under new historic conditions ORUR continued what
NORS
began. ORUR revived Russian scouting based on new
principles, on new and direct contacts with Russia. The perso¬
nal struggle for Russia s freedom transformed its scout leaders,
who themselves were the product of
NORS,
and gave them an
entirely new stimulus, a new inspiration. In the post-war era
ORUR turned out to be more dynamic, more in consonance
with the realities of the new Russian Diaspora.
Generations came and went, scoutmasters passed on, it was
difficult to keep the movement alive, many lost their faith in
their Motherland s future, in the belief that sacrifices needed to
be made, that the movement required daily effort. The solution
could only be found in Russia. As a result, both ORUR and
NORS
spontaneously came up with various projects to make contac¬
ts with Russian youth in the USSR, to make the Russian migr
youth aware of the situation in the Soviet Union.
Scouting has provided the Russian migr community with
quite a few positive elements. Primarily, it assisted adults in bri¬
nging up children and teenagers. Scout leaders participated eit¬
her by a direct involvement in schools or by encouraging youn¬
gsters to excel in their studies. Scouting promoted competition
and gamesmanship, conducted excursions and camps, promulg¬
ating a healthy and active way of life; it offered psychological co¬
mfort, bright, cheerful and natural optimism; it was a school for
teamwork and true social integration; it fought denationalization.

with fxiinction. First of all, the continuous flow of Russians,
especially to Western Europe, expands the continental
Diaspora and increases the pool of recruits for scouting orga¬
nizations. Russians in Eastern Europe are a special case. Scouts
there have enough work for many decades to come.
Although migr scouts have been preparing to return
home for many decades, the sudden change in Russian politi¬
cs revealed a poor readiness to transplant scouting to their na¬
tive soil. Scouting was being transferred without due regard to
the events taking place in Russia and without proper examin¬
ation of the changed personality of Soviet youth , their fam¬
ilies and schools. Nevertheless no local Russian scout can say
that their movement in Russia lacks the benevolent attention
of their brothers abroad.
The process of revival and development of scouting in
Russia has been significantly influenced by officials of the
World Scouting Organization. They determined who received
what aid, what manuals were to be published for Russian sc¬
outmasters, who were to attend courses and study methodol¬
ogical programs. They determined that new scout leaders had
to be brought to their contemporaiy understanding of mode¬
rn scouting. This led the Russian ORUR to seek contacts with
European Scouts and other alternative movements.
For many subjective reasons the current scouting
movement in Russia is split into numerous large and small

contemporary Russia lead to many misunde¬
rstandings and problems, some of which, fortunately, are tr¬
ansitory and subjective in nature and can be resolved in the
near future.
At this time, Russian scouts have embarked on a deliber¬
ate policy of contact with the community. This is not only li¬
mited to press releases about their activities but encompass¬
es active participation in national and local events, academic
conferences and seminars, press conferences and presentatio¬
ns. They are actively finding sponsors among government ag¬
encies, financial and industrial enterprises. For the first time
Russian scouts are seeking both national and church licensu-
re for their educational and training efforts as well as accredit¬
ation of their leadership coursework and scout class programs.
However, to assert that scouting has become a significant so¬
cial phenomenon, that it has become plainly understandable
and attractive for the State, is a bit premature.
The current Russian scouting movement has drawn much
from the experience of scouts, pathfinders and even young
pioneers, but it will not be an exact replica of either. During
the past

years modern scouting in Russia has traversed
a developmental path fully comparable to the one, which ev¬
olved over the last
90
years. Russian scouting has more than
100
years of history behind it, must build its future on this
foundation and search for it in its tomorrow.
