ABSTRACT
The purpose of this book is to formulate a convincing
realist explanation concerning the politics of minor powers.
The theoretical part of the book begins from a critique of
the way in which 20th century realists reinterpreted the
classical texts of international relations by neglecting or
minimizing the role of minor powers. This critique is followed
by a historical and conceptual analysis of the ways in which
contemporary theorists defined both major and minor
powers. In the last section of the first part I devise a realist
theory for minor powers departing from the polarization of
international subsystems in which the minor powers dwell.
The following two parts of the book test this theory in the
case of Romania for the period
1913-1989.
Starting form the
balancing-bandwagoning debate the second part of the book
is concerned with Romanian war decisions analyzed in terms
of the polarization of the international subsystem at the
moment of the decision. Particular interest is shown towards
the most controversial decision, that of august
1916.
The
third part of the book discusses Soviet Union s peace
hegemony during
1945-1989.
The main focus is on strategic
and diplomatic perspectives related to the role of Romania
inside the Warsaw Pact. The end of the book provides
conclusions and future directions of research.
I think that the theoretical contributions of this book are
as follows: first, it criticizes the way realist scholars have
so far thought about minor powers. I argue that they misread
classical international relations texts by neglecting the fact (

that Thukydides or
Machiavelli
imagined their theories
starting from minor powers. I argue that they haven
t
been
able so far to provide a working definition for major or minor
powers. The main reason of this failure is related to thinking
of current world politics beginning from the systemic level
of analysis. I argue that the problems might be solved if we
recognize that day-to-day international politics is actually
carried at a subsystemic (or regional level) and therefore we
should provide definitions and theories starting from this
precise level. I think of international subsystems in terms
of coherent networks of political, economic and ideological
exchange, usually formed in compact geographical spaces,
limited by natural obstacles or climatic barriers. One can
think of minor powers as the states that have interests and
the power to defend them only inside their international
subsystem. Three types of polarization can furthermore
shape the policies of different states. First, we can have the
case when there is no great power inside a subsystem. In
this case the natural tendency will be towards forming of a
balance
—
of-power mechanism between the minor powers
ofthat
subsystem. This is a case with a high probability of
instability if a great power chooses to involve in that par¬
ticular region. The second case is the hegemonic subsystem:
one great power regulates the political, economic and
eventually ideological exchange between the minor powers
of that subsystem. In the third case, with more than one
great power in the area, politics is shaped by a balance-of-
power mechanism that involves the great powers and the
minor powers that choose to ally or distance from one of them.
The testing phase of the theory also provided some
interesting conclusions, some of them altogether new and
revealing for some aspects of Romanian foreign policy. The
analysis of Romanian war decisions showed, for instance,
that Romania was a rather aggressive player inside its own
subsystem. Of the five decisions followed by war, Romanian
decision-makers initiated conflict clearly in four instances

and in the fifth situation (the war with Communist
Hungary,
1919)
the situation is rather ambiguous. Another
interesting conclusion is that the decision to go to war in
1916
was a balancing act, not a bandwagoning one, as most
scholars argued so far. In the section covering the Soviet
peace hegemony I provide another test for the behavior of
a minor power inside a single-polarized international sub¬
system. The main conclusion is that Romania was an
insignificant ally of the Soviet Union, with no real power
or will to detach itself from Russian policy. Even though
some analysts who put more emphasis on diplomatic
maneuvers think that Romania pursued an autonomous
policy in the
60
s
and
70
s, strategic analysis shows
undoubtedly that no real quest for independence was possible
until the subsystem polarity changed.
The main conclusion is that subsystem analysis is sound
and it should be pursued as a way to increase both theo¬
retical and practical knowledge related to minor powers
behavior.
