When Martin Luther King was in the midst of his last major campaign, the Chicago
Freedom Movement, he noted with surprise that resistance to integration was even more
fierce in some ways in the North than it had been in the South. This sad story of
hypocrisy, half measures, resegregation and resistance to meaningful school integration
in the Northern cities with significant black populations between the Civil War and the
Brown decision shows the long sad development of separate and unequal schooling by
educators and community leaders the white North.
