Although China s centrally planned economy is little more than a shadow of its
former self, business reorganization and reform are stil incomplete. In the inter¬
ests of financial stability, the efficient allocation of resources, and the competitiveness of
Chinese firms in the global marketplace, it is crucial to implement the remaining reform
agenda: the privatization of state-owned enterprises.
Since the early
ownership, efficiency, amd dynamics of China s state-owned firms. However, these reforms
have yielded only modest gains in the profitability, productivity, and innovativeness of the
sector. Evidence suggests that state-owned enterprises are slow to adopt such strategies,
because they are subject to incentives very different from their private counterparts.
