Evaluation of the International Conference
«Regional and national elite: who shapes the politics?»
The International Conference took place in the Yurii Fed kovych National University of Chernivtsi.
Bukovinian Center for Political Studies has organized it, working together with Cooperation Bureau of F.
Ebert Fund in Ukraine and Chernivsti National University (Department of Political Science and Sociology).
By the way, it was the third joint venture of Bukovinian Center for Political Studies and F. Ebert Fund.
Conference lasted two days,
6-7
December
2001.
Mail goals of the Conference were as follows: to analyze the evolution of post-communists elite groups,
both political and business, to discuss the sources of theirs financial interests and the reasons of social
behavior, to discover the changes of the local, regional and national identities as the result of transformation
period, and to propose some solution towards relations elite-masses in the context of democratization process.
The organizers invited scholars and practitioners from
CEE
to take a part in the forum. Researchers from
Ukraine and some neighboring countries participated in the Conference.
The Conference has been opened with the addresses of Deputy governor, Chernivtsi
oblast
state
administration Frants Fedorovych, Deputy head, Regional Council, Borys Rusnak, President of the University
Mykola Tkach, Dean of Historical Faculty Yurii
Makar.
Three key reports were being presented during
opening session. The first of Anatoliy Kruglashov (Chernivtsi) dealt with the paradigms of elitist concepts
and their applicability towards Ukrainian reality. The second presented Ivan Varzar (Kyiv) perception of
ethnic minorities elite role in postcommunist transformation. Serhii
Troian (Rivne)
has concentrated his
attention on the political process as the fighting amid eliterian group and Yurii
Makar
(Chernivtsi) evaluated
his experience with respect to soviet and post-soviet eliterian conduct.
First panel of the Conference has gathered the scholars and practical politicians to investigate a problem
of economic and social resources of national and regional elite. The most interesting reports were dealing
with the regional business elite relations with local self-government (Evhen
Horda,
Chernivtsi) and Anatoliy
Lysuik (Brest, Belarus). The latter presented well-elaborated vision on the regional political elite in Belarus,
especially valuable because of many sociological data involved. Possibilities of new
Euroregion
(Upper
Pruth and Eurokarpathian) had discussed Serhii
Hakman
(Chernivtsi) and
Kornelii
Hrad (Zeleu,
Romania).
Jaroslav Kyrpushko
and some other contributors were treating some hot issues of regional business elite.
Second panel «Sociological dimensions of regional and national identity changes in post-communism
period» aimed to conclude sociological datum and theirs scholastic interpretation to make a picture of
transitional societies clear. And on that ground to reach comprehensive understanding what are the challenges
and opportunities for national and regional elite in the process of shaping a new sense of identities and
loyalties. Some contributors discussed these points from different perspectives. The report of
Petr Shomikov
(Moldavia) on the Moldavian national identity has pictured a situation in Moldavia and in «Pridnestrovie».
The report of Crimean scholar Olexander Kyslyi regarded the ethnic aspect of regional elite political
expectations and behavior. A series of reports characterized the situation on Balkans (Ihor Burkut,
Vira
Burdiak, Natalia Strel chuk). And, after all, the vivid discussion concluded this panel.
Third panel «Political parties and blocks subjects of national or regional politics?» had to concentrate
the discussion on some crucial problems of current politics. Some researchers (sociologists) reporting to the
audience had shared theirs newest polls datum. For instance,
Valerii Nikolaievski
(Kharkiv) and Vladimir
Korobov (Kherson) have treated the electoral situation in Kharkiv region and in the South of Ukraine.
These regions were compared with the western Ukrainian one by
Bohdan Jarosh
(Lutsk). Deep analyses of
political elite presented scholars from Kyiv (Serhii Riabov and Serhii Keselyov) as well as some Chernivtsi
scholars (Natalia
Rotar
etc.).
Final discussion has closed the Conference with evaluation of theoretical and practical results of this
scientific gathering. The participants stressed the actuality of the Conference. The topics and issues discussed
on the Conference are very important and less researched in Ukraine and neighboring countries. There were
proposed some practical measures to forward the process of democratization in post-soviet countries and
make the contribution of researches more effective and practical. The participants of the Conference expressed
their gratitude to the organizers of the Conference.
