FOREWORD INTRODUCTION CONTENTS 9 11 CHAPTER 1: THE GROWING CONFLICT OVER
SLAVERY 1. AN UNDIVIDED UNION CAN BRING AN END TO SLAVERY BY FREDERICK
DOUGLASS 17 NOTED ABOLITIONIST FREDERICK DOUGLASS ESPOUSED HIS BELIEF
THAT THE U.S. CONSTITUTION CONDEMNED SLAVERY AND ARGUED AGAINST THE
DISSOLUTION OF THE UNION AS A MEANS TO END SLAVERY. 2. ONLY THE
DISSOLUTION OF THE UNION CAN END SLAVERY BY WILLIAM LLOYD GARRISON 21
AS ONE OF THE FOUNDERS OF THE AMERICAN ANTI- SLAVERY SOCIETY, WILLIAM
LLOYD GARRISON ADVO- CATED AN IMMEDIATE END TO SLAVERY. MOREOVER, HE
VIGOROUSLY PROMOTED HIS VIEWPOINT THAT THE DISSO- LUTION OF THE UNION
WAS THE ONLY EFFECTIVE MEANS TO THIS END. 3. SLAVERY SHOULD NOT END BY
GEORGE FITZHUGH 3 3 AN ARDENT DEFENDER OF THE SLAVE SYSTEM OF LABOR,
GEORGE FITZHUGH ARGUED THAT ENSLAVEMENT OFFERED A BETTER WAY OF LIFE
THAN THAT FOUND IN THE SLUMS OF THE NORTHERN INDUSTRIAL CITIES. 4. THE
TERRITORIES SHOULD BE ALLOWED TO DECIDE THEIR OWN POLICY ON SLAVERY BY
STEPHEN DOUGLAS 43 STEPHEN DOUGLAS WAS A STAUNCH ADVOCATE FOR THE NOTION
OF POPULAR SOVEREIGNTY, WHICH GAVE PEOPLE LIVING IN THE TERRITORIAL
REGIONS THE ABILITY TO DECIDE FOR THEMSELVES WHETHER SLAVERY WOULD BE
ALLOWED IN THEIR REGION. 5. SLAVERY SHOULD NOT SPREAD INTO THE
TERRITORIES BY ABRAHAM LINCOLN 50 IN THE FIRST OF THE PUBLIC DEBATES
DURING HIS SEN- ATE CAMPAIGN AGAINST STEPHEN DOUGLAS, ABRAHAM LINCOLN
WAS ADAMANT IN HIS OPPOSITION TO THE INSTITUTION OF SLAVERY. IN FACT, HE
VIEWED SLAVERY AS AN EVIL*A THREAT TO THE UNION*AND PROPOSED THAT THE
NEW TERRITORIES BE FREE OF THE PRESENCE OF SLAVES. 6. THE FUGITIVE SLAVE
LAW CAN HEAL THE NATION BY HENRY CLAY 58 ONE OF THE CHIEF PROVISIONS OF
THE COMPROMISE OF 1850, AS PROPOSED BY SENATOR HENRY CLAY, WAS A MORE
RESTRICTIVE FUGITIVE SLAVE LAW. CLAY HOPED THE RENEWED VIGOR OF THE
FUGITIVE SLAVE LAW WOULD EASE THE DIVISIONS BETWEEN THE NORTH AND THE
SOUTH OVER THE ISSUE OF SLAVERY. 7. THE FUGITIVE SLAVE LAW FURTHER
DIVIDED THE NATION BY HOLMAN HAMILTON 63 HOLMAN HAMILTON DESCRIBED THE
GROWTH OF THE ANTI-SLAVERY MOVEMENT WITHIN THE UNITED STATES IN RESPONSE
TO THE FUGITIVE SLAVE LAW. HE ALSO CONCLUDED THAT THIS REINVIGORATED LAW
WAS ONE OF THE PRIMARY FORCES BEHIND THE BREAKUP OF THE UNION. CHAPTER
2: THE SECESSION CRISIS 1. A CALL TO SECESSION IN RESPONSE TO LINCOLN S
ELECTION AS PRESIDENT BY THOMAS R.R. COBB 68 THOMAS R.R. COBB DESCRIBED
THE 1860 ELECTION OF LINCOLN AS UNCONSTITUTIONAL. IN THIS SECESSION
SPEECH, HE URGED THE CITIZENS OF GEORGIA TO IMMEDIATELY SEPARATE FROM
THE UNION. 2. A PLEDGE TO UPHOLD THE UNION BY ABRAHAM LINCOLN 11 BY THE
TIME OF THE 1860 PRESIDENTIAL ELECTION, SOUTH CAROLINA HAD ALREADY
SECEDED. IN HIS FIRST INAUGURAL ADDRESS, ABRAHAM LINCOLN CONVEYED HIS
BELIEF THAT NO STATE COULD LEGALLY WITHDRAW FROM THE UNION. 3. ONLY BY
ACKNOWLEDGING THE RIGHT TO SECEDE CAN WAR BE PREVENTED BY JUDAH P.
BENJAMIN 85 IN A SPEECH BEFORE THE U.S. SENATE, JUDAH P. BEN- JAMIN
URGED HIS FELLOW SENATORS TO RECOGNIZE SOUTH CAROLINA, WHICH HAD
RECENTLY SECEDED FROM THE UNION, AS A SEPARATE, INDEPENDENT ENTITY. HE
ALSO ARGUED THAT BY RECOGNIZING SOUTH CAROLINA, AND ANY OTHER SOUTHERN
STATE THAT SECEDED FROM THE UNION, WAR COULD BE AVOIDED AND PEACE COULD
PREVAIL THROUGHOUT THE STATES. 4. THERE IS NO RIGHT TO SECEDE BY BOSTON
DAILY ATLAS AND BEE 93 THIS BOSTON EDITORIAL ASSERTED THE PREVAILING
PRE- CIVIL WAR NORTHERN VIEW THAT THE SOUTHERN STATES HAD NEITHER THE
RIGHT NOR THE ECONOMIC ABILITY TO SECEDE FROM THE UNION. 5. THE UNION
MUST PREVAIL BY ANDREW JOHNSON 97 THOUGH A SOUTHERNER, TENNESSEE SENATOR
ANDREW JOHNSON WAS OPPOSED TO SECESSION. IN THIS 1860 SPEECH BEFORE THE
U.S. SENATE, HE SET FORTH THE NOTION THAT THE UNION MUST BE MAINTAINED
EVEN IN THE MIDST OF THE SECESSION CRISIS THAT GRIPPED THE NATION.
CHAPTER 3: THE CAUSES AND CONSEQUENCES OF THE CIVIL WAR 1. NORTH-SOUTH
REGIONAL DIFFERENCES MADE THE CONFLICT INEVITABLE BY CHARLES A. BEARD
AND MARY R. BEARD 106 CHARLES A. BEARD AND MARY R. BEARD CONTEND THAT
THE VASTLY DIFFERENT ECONOMIC AND SOCIAL SYS- TEMS OF THE INDUSTRIAL
NORTH AND AGRARIAN SOUTH PRODUCED INCREASING TENSIONS. BECAUSE THESE TWO
CULTURES COULD NOT COEXIST WITHIN ONE NATION, WAR WAS INEVITABLE. 2. THE
CIVIL WAR WAS A WAR OF AGGRESSION BY THE NORTH AGAINST THE SOUTH BY
JAMES RONALD KENNEDY AND WALTER DONALD KENNEDY 113 JAMES RONALD AND
WALTER DONALD KENNEDY, PRO- PONENTS OF THE CONCEPT OF STATES RIGHTS,
ARGUE THAT THE SOUTHERN STATES HAD A CONSTITUTIONAL RIGHT TO SECEDE. THE
NORTH S ATTEMPT TO PREVENT SECES- SION WAS AN AGGRESSIVE AND UNJUST WAR.
3. THE CIVIL WAR ENSURED AMERICA S DEVELOPMENT AS AN INDUSTRIAL
CAPITALIST NATION BY JAMES M. MCPHERSON 121 MCPHERSON EXPLORES THE MAJOR
POLITICAL CHANGE THAT OCCURRED AFTER THE WAR S END, INCLUDING A SHIFT IN
THE BALANCE OF POLITICAL POWER FROM THE SOUTH TO THE NORTH. HE EXPLAINS
THAT THIS TRANSFORMA- TION CEMENTED THE NORTHERN VISION OF THE COUN- TRY
AS AN INDUSTRIAL CAPITALIST NATION. 4. THE CIVIL WAR CAUSED DRAMATIC
CHANGES IN BLACK-WHITE RELATIONS BY C. VANN WOODWARD 126 C. VANN
WOODWARD DESCRIBES THE SHIFT IN RACE RELATIONS FOLLOWING THE WAR: THE
PHYSICAL OPPRES- SION OF SLAVERY GAVE WAY TO A BRIEF PERIOD OF RELA-
TIVELY EGALITARIAN RELATIONS, WHICH WAS SOON FOL- LOWED BY SYSTEMATIC
DISCRIMINATION AND LEGALIZED SEGREGATION UNDER JIM CROW. CHRONOLOGY 133
