ALLTHINGS
TO ALL MEN
The brilliant author of
argues, in All Things to All Men, that the institu¬
tion of the presidency no longer works and that it
has not worked during the

Hodgson says, is simply stated if hard to resolve.
Never has any one office had so much power as the
one the President of the United States occupies.
Never has so powerful a leader been impotent to
do what he is pledged to do. what he is expected to
do. and what he knows he must do.
Since the incumbency of Franklin D. Roosevelt,
when expectations of power in the Executive were
dramatically raised, his successors, including the
strongest among them—Truman and Kennedy,
Johnson and Nixon—have found it harder and
harder to run their job.
President by President, crisis by crisis. Godfrey
Hodgson dramatizes how the office itself has be¬
come increasingly isolated: how the maze of bu¬
reaucracies has growh beyond the Chief Execu¬

presidential staffs come into power with each new
President to encroach upon the Cabinet

restored.
Certainly, as Godfrey Hodgson argues with
shrewdness and verve, the American President
must be rescued from his isolation—he must be
rearmed with the support that comes from party
leadership, and freed from dangerous reliance on
personal popularity that has to be courted inces¬
santly through the media and popularity polls
Things to AH Men takes up. at last, the role and
substance of that political office that dominates the
attention of the American public, analyzes it in a
way that will change our thinking about the presi¬
dency, and indicates some directions for restoring
its effectiveness.
