OF DISSERTATION
THE DETERIORATION OF THE IMPERIAL RUSSIAN ARMY
IN THE FIRST WORLD WAR, AUGUST
1914 -
MARCH
1917
This study deals with the erosion of fighting effec¬
tiveness in the Russian Army from August,
1914,
when it
was able to undertake massive offensive operations, through
March,
1917,
when, although much of the front was intact,
garrison units in the rear mutinied as soon as the Revo¬
lution began.
The major emphasis is on problems of organization,
use of manpower, supply, quality of the major and support
branches and Russian military leadership, tactics and
strategy, and the gradual deterioration of morale and
loyalty which increasingly undermined the forces effect¬
iveness.
The army is found to have been inadequately prepared
in
1914,
caught in a major reorganization and served by a
clumsy conscription system. Much of the lack of supply,
however, is ascribed to industrial weakness of the empire
rather than failings in the army. The leadership, indeed,
is charged with a major error in over-mobilizing manpower,
dislocating industry and thereby supply, and filling re¬
serve units with idle soldiers who fell prey to discontent.
The infantry is presented as tough and initially loy¬
al, but weakened by lack of education which ill prepared
it for modern warfare. The artillery emerges as a branch
of high quality, but too often rendered impotent by lack
of ordnance. The cavalry, despite its renown, is not
viewed with great favor; on occasion it held up well, but
was more often an ineffective instrument of attack and
reconnaissance. The intelligence service, splendidly ef¬
fective before
1914,
broke down almost entirely within a
year; the medical service, good of itself, was swamped by
casualties, pathetically under-equipped, and had to be
rescued by civilian agencies. Hampered by backward in¬
dustry, the air force never approached adequacy; for the
same reason, nothing resembling an armored force was more
than projected.
In leadership, the army had many good officers, but
was weakened by traditionalism, bureaucratic red tape,
and coddling of incompetents, worsened because many of¬
ficers were commoners who compensated with a fierce de¬
votion to the taboos of the corps. Tactics and strategy
were largely standard, except for over-dependence on mass
attacks as a compensation for lack of supply. Some good
commanders are identified, notably Grand Duke Nikolai and
Generals Alekseev, Brusilov and Plehve.
The central theme of the study is the serious dete¬
rioration of morale which gradually undercut the army s
willingness to fight. Officers are generally found to
have retained discipline longer than enlisted men, al¬
though dissatisfaction with the government was widespread
in officers1 circles.
German propaganda and Bolshevik agitation are re¬
ported as having negligible influence, the latter becoming
important only during the March Revolution. Massive cas¬
ualties, lack of supply, ruroors of treason by the Empress
and Rasputin, and boredom of men idle behind the lines are
found much more significant causes for the final erosion
of morale.
A point of particular importance is the effect of the
personal assumption of field command by the Tsar in
1915.
Contrary to his hopes, the Emperor, impeded by a shy if
charming personality and a superstitution that he was un¬
lucky, dampened rather than enhanced enthusiasm.
It is, however, noted that in
1916,
the army was at
last better equipped than before, was still able to defend
the eastern front, and in early
1917
appeared to be capable
of launching new offensives. The general conclusion is
that the Russian Army fought with great courage and on
several occasions, notably the Brusilov breakthrough in
1916,
with outstanding effectiveness. Its final dissolu¬
tion came from a complex of causes, some of which were
beyond its control. It is found to have been a better
fighting machine than later history has credited, until the
collapse of the home front nullified its efforts.
