Lessons from implementing the Jobs Strategy 5
Lesson 1. It is possible to reduce high and persistent unemployment
on a durable basis 6
Lesson 2. Most countries have taken some steps to reduce
unemployment but only the successful countries did so
on a sufficient scale 6
Lesson 3. Concerns about the potential trade off between
equity and efficiency lie at the heart of whether OECD
countries are willing to implement all the Jobs Strategy
recommendations or not 8
Lesson 4. There are significant complementarities to be
reaped among structural reforms in different areas 8
Lesson 5. Macroeconomic conditions and policies and their
interactions with structural policies are very important
for labour market outcomes 9
