and controversial case study of
efforts, Frank Anechiarico and James B.
Jacobs show how the proliferating regulations
and oversight mechanisms designed to pre¬
vent or root out corruption seriously under¬
mine our ability to govern.
Over the last century, the authors argue,
we have become enmeshed in alternating
cycles of corruption and reform. We attribute
the absence of scandal to existing regulations
and see its reoccurrence as proof that we
need additional laws. With each new scandal,
the crackdowns become more intense, so that
we now have the most expansive definition
of corruption and the most ambitious anti-
corruption agenda ever.
Using
City to illustrate their argument, Anechiarico
and Jacobs demonstrate the costly inefficien¬
cies of pursuing absolute integrity. By prolif¬
erating dysfunctions, constraining decision
makers discretion, shaping priorities, and
causing delays, corruption control
than corruption itself-
the contemporary crisis in public administra¬
