Zusammenfassung:This report examines the German debate over peacekeeping, how Germany is moving to shed the constraints on the use of German armed forces, and the potential role that Germany might play in future peace support operations. The German Supreme Court has ruled that there is no constitutional ban on the use of German armed forces beyond Germany's border. The German cabinet has also approved a plan for the restructuring of the Bundeswehr. Taken together, these events present a de facto blueprint of German plans to build military capabilities from which a future German contribution to peacekeeping will be drawn. This "second birth" of the Bundeswehr is designed to give a modest but potent capability to project military forces and operate as a key ally in future coalition operations beyond Germany's border.
