Author of the Fulbright-Connally resolution, which committed the United States to participating in the United Nations, and creator of the exchange program that bears his name, Fulbright was the longest-serving and most powerful chair of the Senate Foreign Relations Committee. Both an intellectual and an internationalist, Fulbright had great influence over the course of American foreign relations in the 1960s and 1970s. Fulbright was also the most prominent and most effective congressional critic of the Vietnam War. His dissent was particularly galling and damning to Lyndon Johnson because Fulbright was, like George Kennan, a pragmatic cold-war liberal who could not be dismissed as an ideologue. He and his staff used hearings by the Foreign Relations Committee as a forum in which to advance their penetrating criticism of the war. During his tenure as chair, Fulbright not only opposed the war in Vietnam, but also championed détente with the Soviet Union and pressed for a U.N.guaranteed, land-for-peace solution to the Arab-Israeli conflict. His books which constitute an ongoing, comprehensive critique of American foreign policy - sold hundreds of thousands of copies and, together with the exchange program, made him one of the best-known Americans of his time both at home and abroad.
