Some authors applaud the development of this field because of the opportunity it provides for systematic cross-national studies of educational problems. Others caution against accepting the findings of what they regard as ill-conceived studies that compare educational achievement among nations
The impulse for reform of education in the United States derived its initial impetus in part from assertions about the alleged superiority of schools elsewhere. But do other nations also have concerns about their schools? Indeed they do, as this volume convincingly demonstrates. Some of these concerns have been identified here by professional educators from nations represented in this volume and in some cases by outside observers. The ferment in education abroad is illustrated by issues related to the funding and direction of educational change in developing countries, to the need for reform in higher education, to ways of escaping from the rigid patterns in schools of an earlier era, to a different approach to civic education, to extending access to college preparatory schools and higher education, and to the education of teachers
