The contributors discuss a wide range of issues, making The Future of European Security an excellent guide to the major threats and opportunities of this unsettled era There is some disagreement among the authors over the prospects for a peaceful transition in the former USSR and the roles that NATO, the CSCE, EC, and traditional arms control negotiations will play in the New Europe; but all authors agree that the principal threats to peace will be related to economic instability, which can generate destabilizing emigration flows, tendencies towards hypernationalism, and pressures for proliferation of sophisticated weapon technologies and the outflow of "intellectual prostitution" by former Soviet scientists and technicians with military expertise. The authors are also united in their concern about American isolationism and unilateralism - both of which are equally misguided. It is inevitable that the extent of American participation in European security will be reduced and its nature altered Nevertheless, without major American participation in the economic reconstruction of the former Communist bloc and the efforts to mitigate the violence in regions such as the Balkans, the prospects for European peace and stability will be much more problematic.
