FIGURES
1.1 Detroit s downtown was alive in 1962 with much 3
visual excitement to recommend it, and little
evidence of the collapse soon to come.
1.2 Twenty five years later Detroit s retail center was 4
terminally ill, victim of chronic underutilization,
long term disinvestment, widespread vacancy,
and substantial demolition.
1.3 Graffiti in a New York City neighborhood where 6
rampant unemployment and poverty coexist.
1.4 In the 1970s blight in central Philadelphia played 7
out in derelict buildings.
1.5 St. Louis s LaFayette Square, although tawdry, was 8
still physically complete when photographed in 1962.
1.6 Nine years later, abandonment and gross dereliction 9
prevailed on LaFayette Square s Kennett Place.
1.7 By 1976, LaFayette Square had been revitalized, 10
recaptured by a gentry population whose relative
affluence permitted high levels of maintenance.
1.8 Lost to arson, this church stood derelict on the 17
St. Louis northside until demolished in 1988.
There was little of the romantic in its wanton
destruction.
1.9 The ruins of Windsor Plantation near Port Gibson, 18
Mississippi, do carry the stamp of romance, for
a patina of time has accumulated with a century s
persistence.
1.10 Functional and not physical obsolescence rules 20
today s world of discard. The sign draped across
this hotel reads: It s check out time. The
building is only two decades young.
1.11 Areas of high maintenance stand in sharp contrast 26
to the nation s derelict zones.
1.12 Without constant maintenance, dereliction is assured. 27
2.1 Symbols of American liberty, freedom, and 38
independence appear frequently in advertising
not only in the United States, but abroad. Here a
billboard in Ireland reminds those who have lost
friends to American opportunities that America is
but a phone call away.
2.2 Perhaps the cowboy stands as the quintessential 40
personification of American individualism. The
cowboy strides into the American imagination
as a lingering manifestation of an idealized
western frontier.
3.1 At the center of Youngstown, Ohio—in 73
the 1980s—stands a visible and ominous
abandoned steel mill.
3.2 Much of America s basic industrial infrastructure 86
lay underutilized or closed in the 1980s like
U.S. Steel s Munhall Works at Pittsburgh.
What once symbolized national strength had
come to symbolize national weakness.
4.6 The same international modernism that brought 124
downtown skyscrapers also brought, in stripped
down form, America s high rise public housing.

4.7 In 1964, Chicago s Robert Taylor Homes still had 127
its landscaping of grass chained off from the
sidewalks. Subsequently, asphalt was laid
building to building.
4.8 Chicago s Lake Meadows on that city s near 133
southside was the very epitome of what the
modern city was supposed to be: buildings
devoid of historical allusion, floating as
isolated objects in open space.
5.1 At Eightieth Street on Chicago s southeast side, 152
neighborhoods appeared healthy in the late 1980s.
5.2 At Chicago s Seventieth Street (moving toward 154
downtown) vacant, vandalized buildings were
problematical.
5.3 Save for islands of stability like Hyde Park and 155
Bridgeport, most of Chicago s southeast side
residential neighborhoods above Sixtieth Street
were well along the way toward total abandonment.
5.4 New York City s Rockaway reflects a total bankruptcy 166
of civic spirit and governmental resolve, its
partial abandonment being substantially the work
of misdirected and poorly executed city programs.
5.5 Fraud associated with the FHA s Section 235 170
program in the 1960s devastated Detroit, leaving
some 13 percent of the city s housing vacant and
boarded up.
5.6 Although the FHA sealed structures taken in 171
mortgage default, the vast majority in cities
across the country were so badly vandalized
that they did not return to the housing market.
5.7 In 1988 most of the worst sections of the South 178
Bronx had been leveled, but the decay had by
no means been contained despite decades of
public pronouncement.
5.8 Commercial structures have vanished along the 180
principal shopping street of Chicago s once
prosperous Woodlawn neighborhood south of
the University of Chicago.
5.9 By the 1980s, homelessness had become a national 183
disgrace, as shown here in Los Angeles.
5.10 Racism rears its head in an uncivil gesture of 191
bigotry. Graffiti can be many things, including a
despoiler of place as here in rural Kentucky. Such
prejudices, brought to the central city, have
underlain its decline.
6.1 In areas of fertile soils, relic farmsteads speak 203
of farm consolidation and related population loss.
6.2 Rural poverty often reflects in the accumulation of 204
cast off farm equipment, inoperable automobiles,
and stacks of various materials hoarded against the
uncertain future.
6.3 In the past, trash disposed of along eastern Kentucky s 206
public roads biodegraded. In the modern age of
packaging, trash accumulates, threatening public
health where localities are too poor to afford
systematic cleanup.
6.4 Auger mining, as shown in 1972, had decimated 208
the Walker Valley at the edge of Hazard, Kentucky.
Valley walls have slumped, obscuring completely
the floodplain.
6.5 Small town Main Streets all across the nation were 209
in rapid eclipse in the 1980s, as in Upstate
New York s New York Mills.

7.1 St. Louis Place on that city s northside was financed 235
in part by an Urban Development Action Grant
(UDAG). The new development fills gaps created
by abandoned housing.
7.2 Missouri s Redevelopment Law (Chapter 353) 238
underlay development in the 1970s of Laclede s
Landing, an entertainment and office district on
the St. Louis waterfront.
3.3 Reverberations from the steel industry s retrench 87
ment were felt across the nation. Here at
Superior, Wisconsin, much of the American Great
Lakes freighter fleet lay dormant in the 1980s,
awaiting salvage.
3.4 Largely vacated by the tobacco industry, Danville, 88
Virginia s warehouses have enjoyed modest reuse,
at least on ground floors.
3.5 The textile industry fled Lawrence, Massachusetts, 89
decades ago for cheap labor markets in the
South. Mill buildings, cannibalized for marginal
activities, are rapidly approaching the point of
forced demolition.
3.6 Industrial buildings, if left in a state of ruin long 90
enough, can assume an aura of romance.
3.7 Cleansing the land through demolition produces 91
transient ruin, as in this Detroit downriver
industrial district in the 1980s.
4.1 The riverfront of Allegheny City on Pittsburgh s 94
westside was cleared through federally
subsidized urban renewal in the 1950s. It lay
largely vacant and underdeveloped for decades.
4.2 Baltimore s Bolton Hill had become badly 95
blighted by the 1960s, with much vacant housing.
4.3 In Philadelphia s North End, much of the local 96
retail infrastructure stood abandoned by the 1970s.
4.4 The Renaissance Center towers over Detroit s 117
Civic Center. Built in response to the destructive
riots of the late 1960s, the imposing new complex
has never been successful financially—and yet
focus on big mega projects continues in the
declining Motor City.
4.5 Perhaps the most visible and touted downtown 118
redevelopment in the United States has occurred
in Baltimore—specifically, the Charles Center
(on the right) and the Inner Harbor (on the
left). Both projects sought to reinforce the
traditional business district, rather than replace it.
7.3 Whole new neighborhoods were created in the 1980s 239
in the St. Louis central West End, many built by sub¬
urban developers enticed into the central city for
the first time. Here the city has created a new park
around which to focus development.
7.4 Boston s Beacon Hill was an early central city 243
historic preservation success, coming shortly after
World War II.
7.5 Alexandria, Virginia s historic district—pictured 244
here in the early 1980s—serves nearby Washington,
D.C., as a bedroom community. ^^
7.6 South Baltimore, where incumbent upgrading has 246
successfully stabilized blue collar communities,
may be a future target for gentrification.
7.7 South Baltimore of the 1980s enjoyed a vigorous 247
street life reflective of a healthy neighborhood.
