| adam_text | Until the advent of the Industrial
Revolution, government in England still
operated mainly on a local level; a system
which, in an agrarian country, was generally
adequate if not totally efficient. But with the
sudden rise in population, the dramatic
growth of industry and the consequent
spread of urban dwellings, the need for a
strong central government became
imperative. This book is a study of the
formative stage of the modern state in
England. Although ranging more widely in
places, it is centred on the crucial years
1830-1870. Professor MacDonagh s major
theme is social and administrative reform

factory, mining and public health
legislation; treasury, local government,
police and law reform; the poor law; and
the corresponding changes in the
government of contemporary Ireland, are
especially considered. The book not
merely describes, but also analyses and
interprets, this great upheaval in
administration, together with the political
and social philosophies and assumptions
which resisted or promoted it.
Professor MacDonagh s earlier work in
these fields is well known. His latest
contribution is a striking work of historical
synthesis and interpretation, as remarkable
for its elegance of style and construction as
for the power and freshness of its argument.
This is a book that will prove indispensable
to students of nineteenth-century Britain,
while at the same time offering the general
reader an erudite yet highly readable account
of the more public and controversial issues
of early Victorian England.
