Memorandum on Military Expenditure in
1804-05
(d)
()
Explains the need to recruit large numbers of transport
coolies for the army, and why they were for a while
brought from South India. Enumerates the Military
buildings erected or repaired by his authority and explains
their necessity. Complains of the difficulties he has to
face when the Military Command in Ceylon was separa¬
ted from that of India, as well as those arising from
General Wemyss personally. This memorandum too is by
North and is among the Guilford papers at Maidstone and
deals at greater length with points dealt with in Item

501-507)
of this book

North on his dealings with the King and the Adigar,
И
This incomplete memorandum, also in Governor North s
hand, is also in the Guilford collection at Maidstone
Archives. It bears no date and it is not clear who was being
addressed. At the start, the use of the words Your
Lordship (twice on page
542,
and again on page
548)
suggests that is was the draft of a despatch prepared just
before he retired, or a communication to the Secretary of
State which he was preparing soon after. The change to
the plural (on page
551)
suggests that he may have had
in mind the possible need to defend himself before a tri¬
bunal. In either case, it is the most complete defence he
composed of his conduct of Kandyan affairs and provides
a fitting end to this collection of documents, which fur¬
nishes for the most part his view of those torturous and
highly controversial dealings
