Technical services have played an important, if unsung and often anonymous, role
in the provision of library services since the beginning of the modem library With
the technologies introduced during the past twenty years, technical services have
come to demand even more sophistication from the professionals practicing within
that specialization of librarianship Library services have benefitted extensively
from the efforts of technical services librarians to adapt technological change to
their environment However, shortages in new librarians willing and interested in
pursuing technical services careers threaten the trend of improved service prom-
ised by the continuing development of new automated systems and use of telecom-
munications

Technical services operations are becoming more varied and complex Automa-
tion, networking, and electronic information media are expanding capabilities
and changing procedures Barriers between traditional public and technical ser-
vices departments are breaking down despite institutional inertia Libraries, ven-
dors, and networks are becoming more interdependent Serials control is evolving
as are serials themselves Quality and authority control are more important than
ever Technical services librarians will face ever greater challenges requiring
continuing education and development of new aptitudes They will increasingly
become database managers and providers of value-added services Both public
and academic libraries will come to resemble special libraries by providing such
services

Technical services have undergone some of the most drastic changes in the library
field during the past decade A similar rate of change, but one with greater com-
plexity, is anticipated between now and the year 2000 Strong, effective leaders,
not merely competent managers, are required to infuse technical services with a
significance beyond the day-to-day operations A common vision for technical
services has to be established; concerted efforts between leaders and followers
will result in the desired future Leaders, not managers, are responsible for the
promotion and protection of shared values in technical services

The automation of library functions and the trend towards more sophisticated
collection development techniques are major factors motivating changes in tradi-
tional library organizational structures Collection development requires informa-
tion and expertise possessed by both public and technical services librarians and
is a logical area for the two departments to interact While such interaction is not
yet widespead, libraries are beginning to change their structures to facilitate shar-
ing of collection development responsibilities

The duties of support staff in libraries have changed dramatically since 1970
Specific projects as well as the use of bibliographic utilities, microcomputers, and
automated serial holdings records have brought about an examination and eventu-
ally a reorganization of processing units within many libraries The changes in the
responsibilities of both the support staff and professional staff and the evolution-
ary role of library assistants in one library are examined in this article Workflows
for retrospective conversion of monographs and serials, current processing tech-
niques, and the organization of the processing units are discussed The role of the
support staff, the need to continually upgrade their positions, and the staff devel-
opment opportunities used are emphasized

For technical services staff routines and extraordinary tasks altered by automation
require us to adapt to our library environment just as do chameleons in order to
survive and thrive Setting aside the axiom of change as permanency, we confront
new demands that dictate initiative, creativity, flexibility, and analysis How to
cope with technological transitions and suggestions for viable work settings are
essential considerations for successful staff development and quality information
services New skills, financial planning, ergonomics, different codes of communi-
cation, innovative partnerships, and emphasis on human resources will aid in our
refinement of the computer as a technological tool in the coming decades

Automation and library budgets will continue to exert pressure on technical ser-
vices enabling increased productivity and service Fewer support staff and librari-
ans will be needed, although not so many fewer as are sometimes projected, li-
brarians will play an important role in technical services, in supervision and
operational management, in planning and system design Professional catalogers
will not disappear Librarians work will be more complex than in the past, re-
quiring knowledge that is deeper and broader, and which cannot be obtained in a
one-time library degree program Nonprofessional tasks will also be more com-
plex, requiring intensive training, and a broader perspective

In this opinion piece, the author describes the recent history of technical services
organizations with an emphasis on their labor-intensive approach to providing
services The paper briefly reviews current practice and then offers some alterna-
tives which may suggest solutions to technical services staffing needs Methods are
suggested by which librarians can begin to prepare for changes that will result in
smaller staffs, greater reliance on clerks and paraprofessionals and thus allow for
a shift of funds into public service areas to support increasing demands for profes-
sional librarians

This article addresses four key areas affected by the automation of technical ser-
vices activities: (1) job-related concerns; (2) the organizational structure; (3) re-
cruitment and training; and (4) ergonomic considerations Automation has dra-
matically changed many technical services operations, and in the future it will
have an even greater impact on the structure of the organization and the role of the
individual within that organization Library managers need to be aware of the
issues involved so that the application of technology to the organization will im-
prove both productivity and the quality of service through the development of more
efficient workflow and more effective utilization of staff
