Zusammenfassung: | Information and communication technologies (ICTs)--especially the Internet and the mobile phone--have changed the lives of people all over the world. These changes affect not just the affluent populations of income-rich countries but also disadvantaged people in both global North and South, who may use free Internet access in telecenters and public libraries, chat in cybercafes with distant family members, and receive information by text message or email on their mobile phones. Drawing on Amartya Sen's capabilities approach to development--which shifts the focus from economic growth to a more holistic, freedom-based idea of human development--Dorothea Kleine in Technologies of Choice? examines the relationship between ICTs, choice, and development. Kleine proposes a conceptual framework, the Choice Framework, that can be used to analyze the role of technologies in development processes. She applies the Choice Framework to a case study of microentrepreneurs in a rural community in Chile. Kleine combines ethnographic research at the local level with interviews with national policy makers, to contrast the high ambitions of Chile's pioneering ICT policies with the country's complex social and economic realities. She examines three key policies of Chile's groundbreaking Agenda Digital: public access, digital literacy, and an online procurement system. The policy lesson we can learn from Chile's experience, Kleine concludes, is the necessity of measuring ICT policies against a people-centered understanding of development that has individual and collective choice at its heart. |

The policy lesson we can learn from Chile's experience, Kleine concludes, is the necessity of measuring ICT policies against a people-centered understanding of development that has individual and collective choice at its heart.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Information technology</subfield><subfield code="x">Social aspects</subfield><subfield code="z">Latin America.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Telecommunication</subfield><subfield code="z">Latin America.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Small business</subfield><subfield code="x">Technological innovations</subfield><subfield code="z">Latin America.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Communication in rural development</subfield><subfield code="z">Latin America.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Economic development</subfield><subfield code="z">Chile.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Technologie de l'information</subfield><subfield code="x">Aspect social</subfield><subfield code="z">Amérique latine.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Télécommunications</subfield><subfield code="z">Amérique latine.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Petites et moyennes entreprises</subfield><subfield code="x">Innovations</subfield><subfield code="z">Amérique latine.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Communication en développement rural</subfield><subfield code="z">Amérique latine.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Développement économique</subfield><subfield code="z">Chili.</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">COMPUTERS</subfield><subfield code="x">Information Technology.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">TECHNOLOGY & ENGINEERING</subfield><subfield code="x">Social Aspects.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Communication in rural development</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Economic development</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Information technology</subfield><subfield code="x">Social aspects</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Small business</subfield><subfield code="x">Technological innovations</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Telecommunication</subfield><subfield code="2">fast</subfield></datafield><datafield tag="651" ind1=" " ind2="7"><subfield code="a">Chile</subfield><subfield code="2">fast</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39QbtfRFbvHH9JJMfwqG33tTB</subfield></datafield><datafield tag="651" ind1=" " ind2="7"><subfield code="a">Latin America</subfield><subfield code="2">fast</subfield></datafield><datafield tag="653" ind1=" " ind2=" "><subfield code="a">SCIENCE, TECHNOLOGY & SOCIETY/General</subfield></datafield><datafield tag="653" ind1=" " ind2=" "><subfield code="a">INFORMATION SCIENCE/Technology & Policy</subfield></datafield><datafield tag="653" ind1=" " ind2=" "><subfield code="a">ECONOMICS/Trade & Development</subfield></datafield><datafield tag="758" ind1=" " ind2=" "><subfield code="i">has work:</subfield><subfield code="a">Technologies of choice? Moving ICT4D towards people, towards choice -- Applying the capabilities approach to ICT4D -- Technologies in context : introducing Algun -- State ICT policies in practice : telecentres -- Meeting people : individuals, resources and media usage -- State ICT policies in practice : e-procurement -- Conclusion. Print version record. Information and communication technologies (ICTs)--especially the Internet and the mobile phone--have changed the lives of people all over the world.
