Zusammenfassung: | As the United States continues to be a nation of immigrants and their children, the nation's school systems face increased enrollments of students whose primary language is not English. With the 2001 reauthorization of the Elementary and Secondary Education Act (ESEA) in the No Child Left Behind Act (NCLB), the allocation of federal funds for programs to assist these students to be proficient in English became formula-based: 80 percent on the basis of the population of children with limited English proficiency and 20 percent on the basis of the population of recently immigrated children and youth. Title III of NCLB directs the U.S. Department of Education to allocate funds on the basis of the more accurate of two allowable data sources: the number of students reported to the federal government by each state education agency or data from the American Community Survey (ACS). The department determined that the ACS estimates are more accurate, and since 2005, those data have been basis for the federal distribution of Title III funds. Subsequently, analyses of the two data sources have raised concerns about that decision, especially because the two allowable data sources would allocate quite different amounts to the states. In addition, while shortcomings were noted in the data provided by the states, the ACS estimates were shown to fluctuate between years, causing concern among the states about the unpredictability and unevenness of program funding. In this context, the U.S. Department of Education commissioned the National Research Council to address the accuracy of the estimates from the two data sources and the factors that influence the estimates. The resulting book also considers means of increasing the accuracy of the data sources or alternative data sources that could be used for allocation purposes. |

not English. The resulting book also considers means of increasing the accuracy of the data sources or alternative data sources that could be used for allocation purposes.</subfield></datafield><datafield tag="504" ind1=" " ind2=" "><subfield code="a">Includes bibliographical references (pages 171-179).</subfield></datafield><datafield tag="588" ind1="0" ind2=" "><subfield code="a">Print version record.</subfield></datafield><datafield tag="505" ind1="0" ind2="0"><subfield code="t">Introduction --</subfield><subfield code="t">American Community Survey Estimates --</subfield><subfield code="t">Quality and Comparability of State Tests of English Language Proficiency --</subfield><subfield code="t">State Procedures for Identifying and Classifying English Language Learners --</subfield><subfield code="t">Comparison of American Community Survey Estimates and State Counts --</subfield><subfield code="t">Comparability of Estimates of Immigrant School-Age Children --</subfield><subfield code="t">Decision Criteria and Recommendations --</subfield><subfield code="t">References and Bibliography --</subfield><subfield code="g">Appendix A:</subfield><subfield code="t">Review of English Language Proficiency Tests --</subfield><subfield code="g">Appendix B:</subfield><subfield code="t">Biographical Sketches of Panel Members and Staff.</subfield></datafield><datafield tag="610" ind1="1" ind2="0"><subfield code="a">United States.</subfield><subfield code="t">No Child Left Behind Act of 2001.</subfield><subfield code="0">http://id.loc.gov/authorities/names/no2002026229</subfield></datafield><datafield tag="630" ind1="0" ind2="0"><subfield code="a">American community survey.</subfield><subfield code="0">http://id.loc.gov/authorities/names/nr98024118</subfield></datafield><datafield tag="630" ind1="0" ind2="7"><subfield code="a">American community survey</subfield><subfield code="2">fast</subfield></datafield><datafield tag="630" ind1="0" ind2="7"><subfield code="a">No Child Left Behind Act of 2001 (United States)</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Education</subfield><subfield code="z">United States</subfield><subfield code="x">States</subfield><subfield code="x">Finance.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">Federal aid to education</subfield><subfield code="z">United States.</subfield></datafield><datafield tag="650" ind1=" " ind2="0"><subfield code="a">English language</subfield><subfield code="x">Study and teaching</subfield><subfield code="z">United States</subfield><subfield code="x">Foreign speakers.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Aide de l'État à l'éducation</subfield><subfield code="z">États-Unis.</subfield></datafield><datafield tag="650" ind1=" " ind2="6"><subfield code="a">Anglais (Langue)</subfield><subfield code="x">Étude et enseignement</subfield><subfield code="z">États-Unis</subfield><subfield code="x">Allophones.</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">EDUCATION</subfield><subfield code="x">Finance.</subfield><subfield code="2">bisacsh</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Education</subfield><subfield code="x">U.S. states</subfield><subfield code="x">Finance</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">English language</subfield><subfield code="x">Study and teaching</subfield><subfield code="x">Foreign speakers</subfield><subfield code="2">fast</subfield></datafield><datafield tag="650" ind1=" " ind2="7"><subfield code="a">Federal aid to education</subfield><subfield code="2">fast</subfield></datafield><datafield tag="651" ind1=" " ind2="7"><subfield code="a">United States</subfield><subfield code="2">fast</subfield><subfield code="1">https://id.oclc.org/worldcat/entity/E39PBJtxgQXMWqmjMjjwXRHgrq</subfield></datafield><datafield tag="655" ind1=" " ind2="4"><subfield code="a">Electronic book.</subfield></datafield><datafield tag="710" ind1="2" ind2=" "><subfield code="a">National Research Council (U.S.).</subfield><subfield code="b">Committee on National Statistics.</subfield><subfield code="0">http://id.loc.gov/authorities/names/n85155245</subfield></datafield><datafield tag="710" ind1="2" ind2=" "><subfield code="a">National Research Council (U.S.).</subfield><subfield code="b">Center for Education.</subfield><subfield code="b">Board on Testing and Assessment.</subfield><subfield code="0">http://id.loc.gov/authorities/names/no2002090186</subfield></datafield><datafield tag="776" ind1="0" ind2="8"><subfield code="i">Print version:</subfield><subfield code="a">National Research Council (U.S.). Washington, D.C. : National Academies Press, ©2011. 1 online resource (xxii, 213 pages) : illustrations text txt rdacontent computer c rdamedia online resource cr rdacarrier data file rda As the United States continues to be a nation of immigrants and their children, the nation's school systems face increased enrollments of students whose primary language is not English.
