During the chills and thaws of the Cold War, the IAEA's doors were always open to serious East-West security discussions. With the end of the Cold War, a time of new authority for the UN, revelations about Iraq's nuclear-weapons program after the Gulf War threatened the IAEA and its mandate to administer international inspections of peaceful nuclear activities to help ensure that diversions to military programs were not occurring. The extraordinary actions taken to address these challenges affirm the history of vision, statesmanship, international cooperation, institution building, and progress in creating the indispensable agency.
